Summary This policy should include the Resource Block 9A mentioned in the Background Paper (BP29) on the grounds that national policy requires the safeguarding of<br />

potential mineral resources. The Draft LDP has made unwarranted assumptions about working the mineral in Block 9A in those parts of the resource that are<br />

not sterilised by urban development.<br />

B/P 29 explains the approach taken in the plan to safeguarding. This does not accord with national planning policy which requires the whole resource, not just<br />

likely viable/workable reserves to be safeguarded. The plan should identify where these resources lie and safeguard these areas.<br />

Paragraph 4.9.6.1 indicates that "significant" sand and gravel resources have been safeguarded. BP 29 paragraph 4.10 indicates that the justification for not<br />

safeguarding one of the potential resource areas is that it is already partly developed and there are plan proposals for other sections.<br />

Change Sought: The rationale how and why allocations have been identified on a resource that should be safeguarded needs to be explained.<br />

The whole of the sand and gravel resource, excluding those areas under settlements should be safeguarded.<br />
