Summary The Council would also appear to be inconsistent in their approach to sites which are privately owned to those in which the Council own or have an interest. In
Table 13 reference is made to several council owned sites which vary from 50% affordable housing through to 100% affordable housing. Ownership of land is
not normally a material planning consideration and there is a concern that the criterion for evaluating Council owned land is different to that applied to privately
owned land; the justification being that the Council will incorporate a greater amount of affordable housing.
Change Sought: There is a concern that this distorts the approach to site selection and requires special and precise justification.

Summary Having reviewed table 13 in detail, concern is raised that the housing figure outlined in the total has been mis-calculated and should read 7015 units not 7026
This inaccuracy further highlights the concerns regarding the consistency, coherence and soundness of the document in its entirety. The Council should be
required to recalculate the provision proposed in the table and re-publish the document.
