We welcome the wording of this policy, especially the first sentence where reference is made to maintaining and 'where possible , enhance and restore or<br />

add to biodiversity'.<br />

Summary While we support the general nature of this policy and especially the reference to the LBAP we think that this policy should be further strenghtened by:<br />

a) reference, in point 2, to the need to consider alternative options for a development in relation to protected species/habitats<br />

b) reference to the need to build ecological resilience through greater ecological connectivity in the face of climate change (this could also be refered to in the<br />

text e.g. at paragraph 4.197)<br />

Summary Sadly,I cannot claim that the farmland at Gloddaeth Isaf forms a habitat for rare or protected species.Due to modern farming practices there are no longer<br />

lapwings or skylarks nesting, and I havent seen the flocks of curlews that used to descend to pick over the fields for several years. However - the hedgerows<br />

forming the boundaries of the fields are rich in habitat for small birds,field mice,voles, etc. The hedgerows form pathways for small creatures moving to and<br />

from the woodland. The hedges themselves are species rich, with hawthorne, blackthorn, honeysuckle, dog rose, ivy, bramble and more.<br />

Change Sought: Please protect the hedgerows which form the boundaries of the two fields at Gloddaeth Isaf marked for development. It would be a tragedy if they were torn<br />

up to make road access or replaced with panel fencing. Please take these fields out of your Plan for development and redesignate them as green wedge.<br />

Summary To more accurately reflect the requirements of the NERC Act and the reasons for mitigation measures, CCW recommends that the following amendments<br />

are made to section 1 of the policy:<br />

In Criterion 1(a), insert "avoids or" after "that", and insert "adverse" after "mitigate";<br />

In Criterion 1(b), insert "adverse" after "mitigate".<br />

Note that point '1f' should not refer to "providing for management agreement with the Countryside Council for Wales". Agreements in the context of planning<br />

are with the local authority.<br />

Points 2 and 3 risk contradicting national policy.<br />
