Summary Paragraph 4.258 contradcts itself insofar as it contains an aknowledgement that there may be, in certain circumstances, a need to allocate for mineral<br />

extraction and then states that there are no circusmstances in which I could envisage granting planning permission.<br />

"unless there are specific technical or environmental circumstances that would justify an allocation. The Council considers that there are no circumstances<br />

that would justify an allocation in the Plan Area."<br />

In the Company's view the former statement is appropriate, and the latter, contradictory statement severely limits the LDP's flexibility regards mineral working<br />

and changing circumstances over the Plan's life.<br />

Change Sought: Deletion of the sentence "The Council considers that there are no circumstances that would justify an allocation in the Plan Area."<br />

Summary There is a difference between allocating and safeguarding. Even if at present there is no requirement to allocate sites for hard rock, resources still require<br />

safeguarding for future generations. It is essential that all mineral deposits which society may need are safeguarded for possible use by future generations.<br />

Change Sought: The final sentence of paragraph 4.258 should be reworded "As well as existing hard rock quarries, resources of hard rock and sand and gravel will be<br />

safeguarded". As currently worded the statement is not in line with national policy (MPPW, Para.13) or recommendations in the North Wales RTS (Page 75).<br />
