However, in order for the objectives of the vision and the above aspirations to be most effective the Council need to ensure that sites within and adjacent to these major settlements are most effectively, efficiently and sustainable used. This includes ensuring developments are placed in areas where constraints such as flood risk and accessibility are minimised or irrelevant. The site at Esgyryn achieves all of these objectives and with the provision of a greater area of housing will demonstrate best practice in planning terms. 19194 Clifton House (Llandudno) Ltd [4541] 1 Object Summary The Plan should make provision for higher levels of growth than those set out at paragraph 3.4.2. Change Sought: The Plan provides for a contingecy level of up to 7900 housing units but is totally uncleear in what circumstances the additional dwellings will be released and how this will happen. The levels of employment provision equate to a 'basic' need for 383 jobs per year and a contingecy level of 469 jobs per year. The housing requirements should be based upon a longer term view of net migration trends. We would urge a slightly higher level of provision of between 8,000 to 11,000 new housing units. We consider that the LPD should provide for 6090 new jobs with a contingency level of 7840 jobs over the 14 year period. 299
