People Type 620 Watershore Ltd [116] 1 Object Summary Policy EMP/4 makes it clear that specified types of mixed use development will be supported on particular EMP/3 sites. Although supported by policy, it could be argued that this would lead to a loss in the supply of land allocated for B1, B2 and B8 employment use. EMP/1(4) promotes the expansion of existing B1, B2 & B8 businesses within established employment areas in line with EMP/4, and again, could be argued to conflict with EMP/4. Similarly EMP/1 promotes "the expansion of existing B1, B2 & B8 businesses within established employment areas in line with EMP/4" at subs 3. This presumably relates to health/medical uses within Classes C2 and D1 (which have previously been permitted), and ancillary uses. Watershore's recent proposals for a physical disability centre (C2) and ancillary uses on this site were described as providing supported living accommodation for local people with profound physica and learning disabilities, providing over 40 new jobs, but was still rejected. This policy would support such a proposal in the future, but it would assist all parties if the range of uses were clarified. 1448 Leith Planning Ltd (Mr Chris Plenderleith) [1791] 1 Support Summary for the avoidance of doubt we would advise that we support the principle of a mixed use development on the basis of the uses proposed by the local authority however we are concerned that the split of development currently proposed will in the long run prove to be unviable. There is a need to encourage and support the tourism sector and exploit the tourism potential of the County and sites such as the former aluminium factory has significant potential to accommodate facilities that will enhance and support the tourism industry in this part of the plan area, but also the national Park.
