Change Sought: Until such time as the LPA undertakes a full and modern assessment in line with national policy which is open to examination and scrutiny this policy should be deleted. 1530 Home Builders Federation Ltd (Mr Richard Price) [1934] 1 Object Summary Objection to policy CFS/12 as it does not correspond to National Guidance, it is not founded on a robust and credible evidence base and is not reasonable flexible enough to enable it to deal with changing circumstances. See attachment for full response. Change Sought: The Council must ensure there is sufficient evidence to justify two separate policies requiring open space provision before they are included within the deposit LDP. Policy CFS/12 should be re-worked and justified by an appropriate open space assessment as required by TAN 16 or removed. Any policy that deals with the requirements of open space provision to be included within the deposit LDP should include information to state that the impact of its requirements on development viability will be taken into account and certain dispensation will be allowed where its requirements cannot be supported by land values. This will include taking into consideration all other planning obligations, as well as development costs. 1 Object 196

It fails to respect the following Welsh Assembly Government policies:- target 2,3,7 and 15 of "Climbing Higher"; "Healthy and Active Lifestyles in Wales Action Plan (Oct 2002); Play Policy (Oct 2002). It also fails to respect the aims of the Sports Council Wales 5x60 campaign. Change Sought: The statement should be adhered to! This statement is eminently sensible, but the Conwy Deposit LDP for Abergele clearly fails to adhere to this statement by proposing to build of football fields! 197
