We do not understand the comment at the end of 3.7.1 where it is indicated that any level of growth greater than 6800 dwelling would undermine the deliverability of the Plan; first and foremost the Plan should be sound, if ultimately it is not possible to meet the full level of need, then so be it, but not to try in the first place would be unforgiveable. Over provision and too much focus on employment land a Esgyryn will undermine both viability and deliverability of the development, and would not demonstrate a sustainable use of land. Change Sought: <strong>Site</strong>s such as that included at Esgyryn should be more effectively used with a better split of residential to employment land. 305
