to draw attention to the <strong>Site</strong> at Raynes Quarry which is located immediately adjacent to the Colwyn Bay settlement boundary. Our client considers this site to<br />

represent a suitable, achieveable and deliverable housing location.<br />

We wish to advocate the amendment of the eastern boundary of the defined Colwyn Bay settlement Boundary to include for the provision of the Raynes<br />

Quarry site for housing development.<br />

Summary It is noted that this policy once again promotes the provision of 90% of new development within the main urban areas. As laid out previously this sustainable<br />

approach to development is supported as long as it demonstrates the most effective and efficient use of sites allocated for development, and that the<br />

calculations of development split between the areas is clarified/corrected as appropriate.<br />

Summary Housing Distribution - It is unclear what factors have influenced the relative levels of growth and the specific housing provision proposed for each of the subareas<br />

and specific settlements.<br />

The background papers provide information regarding the services and facilities linked to the towns/villages and an explanation as to why and where they<br />

appear in the hierarchy.<br />

There is little indication of the anticipated direction of travel from the current spatial position nor of how the impact of existing commitments have been<br />

considered in terms of the possible need to adjust allocations to deliver the desired spatial distribution of development indicated.<br />

Change Sought: Whilst we do not in principle disagree with the proportionate split between the urban and rural housing provision, the background papers would benefit from<br />

including more of the rationale behind the proposed development balance between the urban and rural areas and the spatial distribution of development<br />

between the individual urban sub-areas or settlements.<br />

Background paper 37 covers broad growth distribution options but it could usefully cover the basis for the more detailed numerical spatial distribution e.g. the<br />

justification for the scale of the allocation in Llysfaen, a rural tier 1 village (255 dwellings not including the additional 70 dwellings for the other 2 allocations in<br />

the village).<br />

The figures and percentages referred to in Chapters 3 & 4, the tables and background papers should be verified and clarified as there are some differences<br />

throughout the plan e.g. table 4 does not match the figures included in HOU/1 while figures from the background papers differ from figures included in the<br />

plan with no explanation for the differences. These figures could be shown in a composite summary table to increase transparency and background papers<br />

could include explanations for any differences between background documents and the plan.<br />

Summary Urban/Rural conflict - Policy DP/2<br />

Is Abergele in the urban or rural area? Attached are two reports which suggest a conflict.<br />

In each LDP edition, there have been significant changes in policy, particularly in relation to the proposed housing allocation. Far more could have been done<br />

to consult with community of Abergele prior to publication of this 2011 Edition. This would appear to be in direct conflict with the aims and principles published<br />

in the LDP Delivery agreement. This would also appear to conflict with Policy DP/8 Master Plans and Community Appraisals.<br />

Change Sought: The LDP should be prepared in accordance with the LDP Delivery Agreement, the CIS and other policies within the Plan.<br />

Summary We do not consider it wise to include Towyn and Kinmel Bay under the list of towns in the Urban Areas section of this policy. It is also very misleading to read<br />

in the next paragraph that "most new development will take place within, and on the fringe of, these urban areas" because, as we have pointed out above,<br />

very little development will actually be permitted in this area.<br />

Change Sought: Including Towyn and Kinmel Bay in this policy may be construed as conflicting with policy DP/6 and other references within your plan which cite the problem<br />

with flood risk in this area giving rise to limited development, in which case the plan would be found to be unsound by failing soundness test CE1.<br />

Summary We object to the exclusion of Brynaneuadd Hospital from the settlement boundary for Llanfairfechan.<br />

Including the site within the settlement boundary is an important change for two reasons:<br />

Change Sought:<br />

1. Part of the hospital will become vacant during the plan period, in order for new uses and to avoid derelication it is important that the appropriate policy<br />

framework is in place to guide alternative proposals.<br />

2. Inclusion in the settlement should be seen as assisting in enabling the Hospital to develop in an appropriate fashion in order that it can continue to meet the<br />

needs of the Community.<br />

The settlement boundary should be redrawn to inlcude the Hospital as indicated on the attached plan.<br />

Summary Whilst an allocation for affordable housing is included in the Snowdonia National Park (SNPA) Deposit LDP for Trefriw, the SNPA Plan only makes reference<br />

to an Open Space allocation for Tal y Bont. Clarification is therefore required in the policy or its supporting text as to what form of development will be<br />

promoted in Tal y Bont (To meet Test of Soundness CE2).<br />
