Summary We consider the Policy is unduly restrictive and does not take full account of national policy planning guidance that aims to support the provision of special<br />

needs housing for those in need of care.<br />

At present the Policy is worded in a negative manner. It states that proposals for residential care homes will only be permitted where a number of set criteria<br />

are met. This wording and criteria, clearly has a restictive emphasis which we feel conflicts with the national policy support afforded to such devlopment. PPW<br />

states that there should be a choice of housing, including speical needs.<br />

Change Sought: Policy does not provide sufficient flexibility to allow an equitable distribution of accommodation for people in need of care. This can be achieved through a<br />

simplified policy test for proposals, which focuses on accessibility and the relationship with existing settlements.<br />
