People Type Change Sought: The plan objectives include making provision for Gypsy & Traveller site needs. Whilst policy HU04 provides a criteria based approach to meet any unidentified need arising over the plan period, in accordance with Circular 30/2007 the evidence indicates that there is an outstanding existing need, and as such an appropriate number of site(s)/pitches should be identified in the plan. No allocation has been made to satisfy the existing need. The technical work necessary to determine how the existing need will be addressed should be completed, with any appropriate allocation being made through a Focused Change. 22402 Environment Agency Wales (Mrs Deborah Hemsworth) [1036] 1 Object Summary In paragraph 4.2.30.3 it states that "In planning for the accommodation of Gypsies and Travellers, it is important that site(s) are sustainable and have good access to key services and facilities and maintain and enhance the natural environment." People Type 13878 GVA (Mr Christopher Jenkins) [3765] 1 Object Summary We consider the Policy is unduly restrictive and does not take full account of national policy planning guidance that aims to support the provision of special needs housing for those in need of care. At present the Policy is worded in a negative manner. It states that proposals for residential care homes will only be permitted where a number of set criteria are met. This wording and criteria, clearly has a restictive emphasis which we feel conflicts with the national policy support afforded to such devlopment. PPW states that there should be a choice of housing, including speical needs. Change Sought: Policy does not provide sufficient flexibility to allow an equitable distribution of accommodation for people in need of care. This can be achieved through a simplified policy test for proposals, which focuses on accessibility and the relationship with existing settlements. 1 Support 343
