Summary Conwy County Borough is fortunate to contain the North Wales Theatre at Llandudno, Theatr Colwyn at Colwyn Bay and the unique Harlequin Puppet<br />

Theatre at Rhos on Sea. <strong>Non</strong>e of these valuable tourism assets are mentioned in your policies on Tourism nor in the section on Community Facilities.<br />

Without a policy to protect such facilities it could become difficult to retain an essential community asset particularly where land values may become higher for<br />

an alternative use.<br />

Change Sought: Strategic Policy CFS/1 Community Facilities and Services<br />

For clarity we suggest that the word 'cultural' is included in the opening sentence to read '.... enhance community and cultural facilities ..... and an item<br />

inserted specifically for leisure, entertainment and cultural facilities. There are six items for shops, one for allotments, three for open spaces and one for<br />

education - none for leisure. Paragraph 4.5.2.1 on the preceding page itemises leisure as a service that requires good access for sustainability. This is<br />

reflected in SO13 in para.4.5.1. The protection of your theatres and performance spaces is essential if future generations are to have the opportunity to<br />

experience the joys of drama, dance, music and opera. Theatre buildings contribute to the quality of the built environment especially in a town centre, and to<br />

the wider historic setting. The document should acknowledge its existing leisure offer with one line in the policy otherwise your leisure infrastructure will be<br />

omitted from the document.<br />

For clarity and greater certainty of intended outcomes and so that guidelines are clear and consistent we recommend a description for the term 'community<br />

facilities' in your Glossary as: community facilities provide for the health, welfare, social, educational, spiritual, recreational, leisure and cultural needs of the<br />

community. In this way, arts activities and theatre will be incorporated in any policy that mentions the enhancement and development of community facilities.<br />

Summary The Council's proposed approach to the retail strategy for Llandudno is out-of-date, does not respond to changing pressures and is not pro-active. It therefore<br />

does not accord with PPW. In particular the extent of the Primary Shopping Area defined on the Proposals Map through Policy CFS/3 is unsound as it does<br />

not acknowledge the significant contribution that Parc Llandudno makes towards the vitality and viability of the Sub-Regional Centre.<br />

Change Sought: The Council should support the role and function of Parc Llandudno in anchoring the Sub-Regional Shopping Centre. Accordingly, Parc Llandudno should be<br />

designated within the Primary Shopping Area. As paragraph 4.5.6.1 acknowledges, legal agreements are in place that offer the Council control over the scale<br />

and use, therefore designation within the Primary Shopping Area will not allow the floorspace to be sub-divided to form small shops.<br />

As a result of the proposed changes, appropriate revisions will be required to Policy CFS/1d and CFS/5 to delete reference to Parc Llandudno as a retail park<br />
