Summary We support the inclusion of<br />

a) sub point 1(i) which supports financial contributions towards the provison of facilities, including infrastructure, that are requried as a direct result of the<br />

development.<br />

b) sub piont 2(g) which aims to reduce flooding<br />

c) sub point 2(i) for the protection of ground and surface water. River abstraction and groundwater springs are a vital source, after treatement, of potable<br />

water supplies to our domestic and industrial customers. We fully support any measure that is designed to prevent any possible derogation of water<br />

resources.<br />

in developer contributions where appropriate. Failure to ensure that developer contributions ensure a balance between development aspirations, needs and<br />

viability may well place new development and investment into Conwy at risk.<br />

development itself; this criteria appears to conflict with the guidance.<br />

Summary 4.1.4.1 development criteria subsection 2 Planning Permission needs to be strengthened to provide additional protection for Victorian buildings - especially<br />

those in existing conservation zones - which preserve the Victorian character of Llandudno (the key to its continued tourist success).<br />

Community action groups e.g. The Friends of Plas Gogarth, and The Friends of West Shore, should have greater involvement in the process of identifying<br />

and safeguarding such buildings, e.g in the compilation of a CCBC list of buildings of special historical and/or architectural significance. Such a list should<br />

provide protection from development deemed inappropriate by the local community action groups.<br />

Summary Flood risk - Confirmation is required that the latest version of the national policy DAM maps has been properly applied to the allocation of sites and<br />

background working on site delivery.<br />

Further clarity is required to demonstrate how Policy DP/ 4 (2 g) paragraph 4.1.4.2 and DP/6 (paragraph 4.1.6.3) and Background Paper 17 'Strategic<br />

Floodrisk Assessment' are consistent with national policy, making it clear that vulnerable development (including housing) is not appropriate in areas identified<br />

as C2 floodplain.<br />

The background papers would benefit from a fact check and some minor editing to ensure that the information is up to date as well as clarifying how sites<br />

which fall within the C2 areas can be developed in line with national policy, i.e. it could be that flood risk issues relate to part of a site not being proposed for<br />

housing but open space.<br />
