Summary LDP should move away from reliance on engineering solutions to flooding. TAN 15 should shape policy. BP 17 refers to NPP- the conclusions are currently<br />

concerning due to revision of Conwy Tidal FRA and EA Strategic Review is still awaited. Flood risk issues may need to be considered further in respect of<br />

employment/housing expansion at Towyn/Kinmel Bay. These allocations introduce uncertainty- could prejudice plan robustness. Reliance on similar<br />

'commitments' without final clearance from EA could undermine delivery given the flexibility associated with low housing growth. If sites are retained, polices<br />

DP4/5 should include measures to increase the sites/wider communities resilience flooding.<br />

Change Sought: Plan should not be reliant upon engineering solutions to flooding. The plan should wait for the revised studies so a more certain conclusion can be made.<br />

<strong>Site</strong>s in Towyn and Kinel Bay should be reviewed and if they are to be kept then polices DP4 and 5 should be changed to increase the resistance of these<br />

communities to flood risk.<br />
