Summary Policy EMP/4 makes it clear that specified types of mixed use development will be supported on particular EMP/3 sites. Although supported by policy, it could
be argued that this would lead to a loss in the supply of land allocated for B1, B2 and B8 employment use. EMP/1(4) promotes the expansion of existing B1,
B2 & B8 businesses within established employment areas in line with EMP/4, and again, could be argued to conflict with EMP/4. Similarly EMP/1 promotes
"the expansion of existing B1, B2 & B8 businesses within established employment areas in line with EMP/4" at subs 3.
Change Sought: Policy EMP/3 should therefore be amended to confirm a third exception to the policy as follows:
"Policy EMP/3 Development that would lead to the loss of existing and committed employment land or premises to other uses will only be granted in the
following exceptional circumstances;
1. the present use is not compatible with the surrounding area and the site is not capable of satisfactory use for employment, and;
2. it can be demonstrated that there would be no significant impact on the overall supply of employment land and premises.

Summary Whilst EMP/3 and 4 protect existing employment sites the supporting text only refers to B!, B2 and B8 uses. This means that outside of tourist
accommodation there is no policy framework to safeguard existing tourism developments.
