Summary In our view the level of AHLN should be considered on the indiviual merits of the site based upon viability and national policy and the circumstances of each<br />

site. It is inappropriate to seek to impose a higher level merely beacuse the site is in a particular ownership, such an approach would distort the property<br />

market.<br />

Summary It is not clear whether land owned by health boards falls within the Council's definition of 'Government', however, for the avoidance of doubt National guidance<br />

already covers this issue in circular WHC(2007)88 - Provision of NHS Land for Affordable Housing. Insofar as this Poilcy is intended to relate to NHS land,<br />

then it should be drafted in a fasion which is consistent with this circular guidance, however it is suggested that this is unncessary and instead the Policy<br />

should make clear that it is not intended to relate to NHS land.<br />
