In Table 13 reference is made to several council owned sites which vary from 50% affordable housing through to 100% affordable housing. Ownership of land is not normally a material planning consideration and there is a concern that the criterion for evaluating Council owned land is different to that applied to privately owned land; the justification being that the Council will incorporate a greater amount of affordable housing.
