In general, interagency coordination rangesfrom simple exchanges of in<strong>for</strong>mation on a voluntary ad hoc basis, to legally mandatedcoordination on specific issues such as climate, marine mammals, or habitat conservation.Examples of <strong>for</strong>mal coordination mechanisms on ocean-related issues include <strong>the</strong>Coral Reef Task Force, <strong>the</strong> Interagency Committee on <strong>the</strong> Marine Transportation System,Coastal America, and many o<strong>the</strong>rs. O<strong>the</strong>r <strong>for</strong>mal coordinating bodies address broaderissues with important ocean components, such as <strong>the</strong> National Invasive Species Council,<strong>the</strong> National Dredging Team, and <strong>the</strong> Joint Subcommittee on Aquaculture. Many of <strong>the</strong>seef<strong>for</strong>ts are discussed in greater detail elsewhere in this report, and most merit continuedsupport. Indeed, additional task <strong>for</strong>ces may be required to address new and emerging uses,such as <strong>the</strong> coordination of activities in federal waters. However, <strong>the</strong>re is no high-level,cross-cutting oversight of <strong>the</strong>se issue-specific ef<strong>for</strong>ts, limiting <strong>the</strong> federal government’sability to consider cumulative impacts, avoid conflicting mandates, and implement anecosystem-based management approach. Better coordination is needed among existingocean and coastal interagency groups—whe<strong>the</strong>r <strong>for</strong>mal or in<strong>for</strong>mal—as well as among <strong>the</strong>ocean components of interagency groups with broader mandates.Because of <strong>the</strong> Council on Environmental Quality’s important role in environmentaland resource management issues, this office, like <strong>the</strong> Office of Science and TechnologyPolicy, should have a strong connection with <strong>the</strong> National <strong>Ocean</strong> Council.Recommendation 4–8The National <strong>Ocean</strong> Council (NOC) should establish a Committee on <strong>Ocean</strong> Resource Managementto better integrate <strong>the</strong> resource management activities of ocean-related agencies. This committeeshould oversee and coordinate <strong>the</strong> work of existing ocean and coastal interagencygroups and less <strong>for</strong>mal ef<strong>for</strong>ts, recommend <strong>the</strong> creation of new topical task <strong>for</strong>ces as needed,and coordinate with government-wide environmental and natural resource ef<strong>for</strong>ts that haveimportant ocean components.The Committee on <strong>Ocean</strong> Resource Management should:• be chaired by <strong>the</strong> chair of <strong>the</strong> Council on Environmental Quality to ensure appropriatelinks to government-wide environmental policy and equity among participating federalagencies.• include undersecretaries and assistant secretaries of departments and agencies that aremembers of <strong>the</strong> NOC.• report to <strong>the</strong> NOC.• be supported by <strong>the</strong> Office of <strong>Ocean</strong> Policy.<strong>Ocean</strong>-related Advisory Councils or CommissionsIn addition to <strong>the</strong> interagency coordinating groups discussed above, a number of independentocean-related councils and commissions have been established by law (AppendixD). Some are no longer operational, such as NACOA, while o<strong>the</strong>rs maintain active roles,like <strong>the</strong> Marine Mammal Commission. Strong connections will be needed between allexisting bodies and <strong>the</strong> National <strong>Ocean</strong> Council.Recommendation 4–9The National <strong>Ocean</strong> Council (NOC) should review all existing ocean-related councils andcommissions and make recommendations about <strong>the</strong>ir ongoing utility, reporting structure,and connections to <strong>the</strong> NOC.84 A N O CEAN B LUEPRINT FOR THE 21ST C ENTURY
