University of Hawaii Marine CenterThe R/V Kilo Moana, based at <strong>the</strong> University of Hawaii, is <strong>the</strong> newest U.S. oceanographic research vessel.The twin hull design provides a stable plat<strong>for</strong>m <strong>for</strong> research in coastal and deep ocean areas, even inhigh sea conditions.institutions. Most coastal states also own and operate vessels of various sizes and missioncapabilities to satisfy state research needs. A significant and growing number of privatelyownedvessels are also being used by federal and state agencies and academic institutionsthrough contract or lease arrangements, particularly <strong>for</strong> highly specialized work.The U.S. Coast Guard operates three icebreakers in coordination with UNOLS, whichprovide polar research capabilities. This fleet was recently updated with a new vesselspecifically designed <strong>for</strong> research, but two of <strong>the</strong>se ships will reach <strong>the</strong> end of <strong>the</strong>ir servicelife within <strong>the</strong> next four to seven years. NOAA has enlarged its fleet by refitting surplusNavy vessels and launching a ten-year plan to build four specialized fishery research shipsat a price of $52 million per vessel. 5 Two of <strong>the</strong> ships are under construction, but fundinghas not been finalized <strong>for</strong> <strong>the</strong> remaining two.While all of <strong>the</strong> agency research fleets would benefit from upgrades, <strong>the</strong> UNOLSfleet is in need of immediate attention. Twelve of <strong>the</strong> seventeen largest UNOLS ships willreach <strong>the</strong> end of <strong>the</strong>ir service life over <strong>the</strong> next fifteen years, and almost all UNOLS shipsrequire significant enhancements. 6 The National <strong>Ocean</strong> Partnership Program’s Federal<strong>Ocean</strong>ographic Facilities Committee, comprised of representatives from thirteen federalorganizations and one representative from UNOLS, was established to oversee oceanographicfacility use, upgrades, and investments. The Committee’s 2001 plan <strong>for</strong> recapitalizationof <strong>the</strong> UNOLS academic research fleet is an excellent example of successful interagencyplanning at <strong>the</strong> national level. 7 Un<strong>for</strong>tunately, its plan has not yet been funded orimplemented.Fur<strong>the</strong>rmore, as <strong>the</strong> international Integrated <strong>Ocean</strong> Drilling Program gets underway,<strong>the</strong> United States has pledged to provide a modernized non-riser drilling vessel wi<strong>the</strong>nhanced coring and drilling capabilities at an estimated cost of $100 million. 8Modern research ships are designed as flexible plat<strong>for</strong>ms that can accept differentinstrument systems to suit particular projects. However, <strong>the</strong> built-in instrumentation (suchas sonars, mapping systems, and computer labs) must be considered part of <strong>the</strong> vessel.These onboard technologies typically require much more frequent maintenance andupgrades than <strong>the</strong> vessels <strong>the</strong>mselves. Thus, fleet planning strategies need to consider<strong>the</strong> costs of maintaining existing instrumentation and integrating emerging technologies.CHAPTER 27: ENHANCING OCEAN INFRASTRUCTURE AND TECHNOLOGY DEVELOPMENT417
