Recommendation 27–4Congress should create a mechanism to ensure a dedicated funding stream <strong>for</strong> critical oceanscience infrastructure and technology needs. Spending priorities should be based on <strong>the</strong>National <strong>Ocean</strong> Council’s ocean and coastal infrastructure and technology strategy.High-priority areas <strong>for</strong> funding include <strong>the</strong> following:• <strong>the</strong> renewal of <strong>the</strong> University-National <strong>Ocean</strong>ographic Laboratory System fleet and o<strong>the</strong>ressential air fleets and deep-submergence vehicles.• <strong>the</strong> completion of <strong>the</strong> third and fourth dedicated fishery research vessels.• <strong>the</strong> acquisition of vessels and infrastructure needed <strong>for</strong> an expanded national oceanexploration program.• <strong>the</strong> Integrated <strong>Ocean</strong> Drilling Program non-riser drilling vessel.• <strong>the</strong> refurbishment or replacement of two U.S. Coast Guard polar ice breakers.• <strong>the</strong> ongoing modernization of existing assets, including telecommunications assets,laboratories, and o<strong>the</strong>r facilities.Recommendation 27–5Congress should support <strong>the</strong> infrastructure and technology requirements related to oceanand coastal management, operations, and en<strong>for</strong>cement. Priorities should be based on <strong>the</strong>National <strong>Ocean</strong> Council’s ocean and coastal infrastructure and technology strategy.High-priority areas <strong>for</strong> funding include <strong>the</strong> following:• recapitalization of <strong>the</strong> Coast Guard fleet based on an accelerated modernization plan.• modernization of o<strong>the</strong>r federal fleets as needed.• ongoing maintenance and upgrades of land-based operational and en<strong>for</strong>cement facilities.• maintenance and upgrading of monitoring buoys, gages, and stations.• coordinated satellite observing deployment.Recommendation 27–6The National <strong>Ocean</strong>ic and Atmospheric Administration should establish four to six nationalvirtual marine technology centers at existing institutions to provide coordinated access,through electronic means, to cutting-edge, large-scale research technologies.Chapter 28: Modernizing <strong>Ocean</strong> Data and In<strong>for</strong>mation SystemsRecommendation 28–1Congress should amend <strong>the</strong> National <strong>Ocean</strong>ographic Partnership Act to establish <strong>Ocean</strong>.ITas <strong>the</strong> lead federal interagency planning organization <strong>for</strong> ocean and coastal data and in<strong>for</strong>mationmanagement. <strong>Ocean</strong>.IT should consist of representatives from all federal agenciesinvolved in ocean data and in<strong>for</strong>mation management.<strong>Ocean</strong>.IT should:• report to <strong>the</strong> National <strong>Ocean</strong> Council’s Committee on <strong>Ocean</strong> Science, Education,Technology, and Operations.• create an interagency plan to improve coordination between <strong>the</strong> existing data centersand to integrate ocean and coastal data from different agencies and from <strong>the</strong> academicand private sectors.• set priorities <strong>for</strong> archiving historical and nondigital data.• coordinate shared resources and <strong>the</strong> acquisition of new hardware <strong>for</strong> use by <strong>the</strong> oceansciences community.• work with existing supercomputer centers to negotiate adequate time <strong>for</strong> oceanscience needs.• assess federal agency software needs and initiate interagency programs to createhigh-priority applications, such as new modeling programs.CHAPTER 31: SUMMARY OF RECOMMENDATIONS519
