Recommendation 19–7The Regional Fishery Management Councils and <strong>the</strong>ir Scientific and Statistical Committeesshould develop an annual, prioritized list of management in<strong>for</strong>mation needs and provide itto <strong>the</strong> National Marine Fisheries Service (NMFS). NMFS should incorporate <strong>the</strong>se needs to <strong>the</strong>maximum extent possible in designing its research, analysis, and data collection programs.Recommendation 19–8The National Marine Fisheries Service (NMFS), working with states and interstate fisheriescommissions, should require that all saltwater anglers obtain licenses to improve in-seasondata collection on recreational fishing. NMFS should review existing saltwater angler licensingprograms to determine which approaches best facilitate <strong>the</strong> collection of data. Based onthis review, existing programs should be modified as needed and used wherever possible,developing new programs only if necessary. Priority should be given to fisheries in whichrecreational fishing is responsible <strong>for</strong> a large part of <strong>the</strong> catch, or in which recreational fishermenregularly exceed <strong>the</strong>ir allocated quota.Recommendation 19–9The National <strong>Ocean</strong>ic and Atmospheric Administration (NOAA) should create an expanded,regionally-based cooperative research program that coordinates and funds collaborativeprojects between scientists and commercial, tribal, and recreational fishermen. NOAA shoulddevelop a process <strong>for</strong> external evaluation and ranking of all cooperative research proposalsto ensure <strong>the</strong> most worthwhile projects are funded, <strong>the</strong> most capable per<strong>for</strong>mers are undertaking<strong>the</strong> research, and <strong>the</strong> in<strong>for</strong>mation produced is both scientifically credible and usefulto managers.Recommendation 19–10Congress should develop new statutory authority, similar to <strong>the</strong> Atlantic Coastal FisheriesCooperative Management Act, to support and empower <strong>the</strong> Gulf States and Pacific StatesFisheries Management Commissions. All interstate management plans should adhere to <strong>the</strong>national standards in <strong>the</strong> Magnuson–Stevens Fishery Conservation and Management Act, and<strong>the</strong> federal guidelines implementing <strong>the</strong>se standards. States should participate in <strong>the</strong> developmentof <strong>the</strong> guidelines to ensure <strong>the</strong>y are applicable to interstate plans.Recommendation 19–11Where a fish stock crosses administrative boundaries, <strong>the</strong> National <strong>Ocean</strong>ic and AtmosphericAdministration should ensure that a single state, Regional Fishery Management Council (RFMC),interstate marine fisheries commission, or NOAA itself is designated as <strong>the</strong> lead authority.In general:• <strong>for</strong> interjurisdictional fisheries that occur primarily in state waters, <strong>the</strong> state (if only onestate is involved), or <strong>the</strong> relevant interstate fisheries commission, should take <strong>the</strong> leadwithin both state and federal waters.• <strong>for</strong> fisheries that involve two or more RFMCs, NOAA should designate <strong>the</strong> lead.• <strong>for</strong> fisheries that have substantial activities in both state and federal waters, <strong>the</strong> relevantauthorities should determine a lead; if <strong>the</strong>y are unable to agree within a reasonable timeperiod (not more than six months), NOAA should designate <strong>the</strong> lead.• jurisdiction <strong>for</strong> highly migratory species should remain in its current configuration.• any o<strong>the</strong>r disputes regarding jurisdiction should be resolved by NOAA.504 A N O CEAN B LUEPRINT FOR THE 21ST C ENTURY
