Unlike natural terrain, water flows quickly off <strong>the</strong>seimpervious surfaces into rivers, estuaries, and coastal waters, bringing with it higher concentrations ofenvironmental contaminants.percent at strip malls or o<strong>the</strong>r commercial sites. 16 <strong>An</strong> inch of rain on a 1-acre naturalmeadow would typically produce 218 cubic feet of runoff. The same rainstorm over a1-acre paved parking lot would produce 3,450 cubic feet of runoff, 16 times more than <strong>the</strong>natural meadow. 17Stormwater-related problems impose measurable economic costs. Drinking watersources can become polluted and excess sediment can increase dredging costs <strong>for</strong> navigationalpurposes. Poor stormwater management may increase flooding, causing propertydamage from flash floods and leading to higher insurance rates. Stormwater is also asource of bacterial contamination, leading to increased disease incidence, thousands ofbeach closures in <strong>the</strong> United States each year, and loss of revenues from coastal tourismand sport fishing. 18 Millions of dollars are spent on treating <strong>the</strong> symptoms of stormwaterpollution but much less is spent on ef<strong>for</strong>ts to control its causes.Improving <strong>the</strong> Control of Nonpoint SourcesThe nation has a number of opportunities to reduce <strong>the</strong> impacts of nonpoint sources ofpollution on coastal waters. These include coordination of federal nonpoint programs so<strong>the</strong>y are mutually supportive, more targeted and aggressive use of <strong>the</strong> State RevolvingFunds, broader implementation of incentives and disincentives, and improved monitoringto assess compliance and overall progress. (Improved monitoring is described in Chapter15.) State and local governments also have important roles to play in land use planningand stormwater management decisions.In addition to <strong>the</strong>se mechanisms to address nonpoint source pollution, regulatorycontrols such as <strong>the</strong> TMDL program have made progress in meeting state water qualitystandards. State water quality agencies have a major role in establishing water qualitystandards and in developing TMDLs where necessary to address impaired water bodiesand allocate necessary reductions among point and nonpoint sources. EPA reports that<strong>the</strong>re are 28,739 impaired water bodies in <strong>the</strong> United States. Within those bodies, <strong>the</strong>reare 53,049 distinct impairments (e.g., pathogens, metals, nutrients) <strong>for</strong> which 10,313TMDLs have been developed and approved. 19 States have made significant progress indeveloping TMDLs during <strong>the</strong> last several years although much work remains to be done.Aligning Federal Nonpoint Programs and GoalsThe management of nonpoint source pollution in coastal areas includes a mix of planningrequirements, state actions, direct funding incentives, and grant programs to encouragestandard setting and implementation.
