One of <strong>the</strong> most immediate phenomena associated with increasing global temperatureshas been a change in average sea level, which is estimated to have risen by 4–8inches during <strong>the</strong> 20th century. By 2100, sea level is projected to rise by ano<strong>the</strong>r 4–35inches. 66 Although <strong>the</strong> exact amount and rate of <strong>the</strong> increase are uncertain, <strong>the</strong> fact that<strong>the</strong> ocean will continue to expand is widely accepted. As this occurs, low-lying coastalregions and island territories will be particularly vulnerable to flooding and storms. In <strong>the</strong>Pacific, <strong>for</strong> example, entire archipelagos have maximum elevations of only a few metersabove sea level, leaving both human communities and natural ecosystems in danger. Thisvulnerability is compounded by <strong>the</strong> concentration of human activities along <strong>the</strong> water’sedge, <strong>the</strong> point of greatest risk. Many island jurisdictions are already facing problems associatedwith long-term sea-level rise, including saltwater contamination of fresh-watersources, coastal erosion, damage to natural barriers such as corals and mangroves, andloss of agricultural sites and infrastructure. For example, saltwater intrusion has renderedaquifers on <strong>the</strong> Marshall Islands unusable, and ocean waters regularly flood <strong>the</strong> airport. Asteady increase in sea-level rise could cause whole islands to disappear.Polar regions are also exhibiting dramatic signs of change due to rising temperatures,with thinning ice caps and melting glaciers. The average thickness of sea ice in <strong>the</strong> Arctichas decreased by approximately 4.25 feet from <strong>the</strong> late 1950s to <strong>the</strong> late 1990s. 67 Alarmingchanges are occurring in Arctic permafrost, with potentially significant economic and ecologicalimpacts. 68 In <strong>the</strong> tropics, coral reef diseases and bleaching are occurring more frequently,and coral growth may be inhibited by increasing concentrations of dissolved carbondioxide in <strong>the</strong> sea. 69The transport and trans<strong>for</strong>mation of heat, carbon, and many o<strong>the</strong>r gases and chemicalsin <strong>the</strong> ocean play a central role in controlling, moderating, and altering global climate.In fact, research into ancient climate cycles suggests that change can actually occur muchmore rapidly than once expected. 70 Ra<strong>the</strong>r than <strong>the</strong> scenario of gradual surface temperatureincreases often envisioned <strong>for</strong> <strong>the</strong> next century, sudden shifts in polar ice and ocean circulationcould result in drastic temperature changes occurring within a decade or less. 71The specter of abrupt change, and a growing awareness of <strong>the</strong> impacts even gradualclimate change can have on coastal development, ecosystems, and human health, call<strong>for</strong> a significant improvement in climate research, monitoring, assessment, and predictioncapabilities. Understanding <strong>the</strong> role of <strong>the</strong> oceans in climate is an area in need ofparticular attention.Acting Today <strong>for</strong> Tomorrow’s GenerationsFor centuries, Americans have been drawn to <strong>the</strong> sea. We have battled <strong>the</strong> tides, enjoyed<strong>the</strong> beaches, and harvested <strong>the</strong> bounty of our coasts. The oceans are among nature’s greatestgifts to us. The responsibility of our generation is to reclaim and renew that gift <strong>for</strong>ourselves, <strong>for</strong> our children, and—if we do <strong>the</strong> job right—<strong>for</strong> those whose footprints willmark <strong>the</strong> beaches from Maine to Hawaii long after ours have washed away.The nation’s ocean and coastal assets are worth hundreds of billions of dollars to societyand untold more to <strong>the</strong> Earth’s complex ecosystems and <strong>the</strong> many cultures whoseheritage is directly tied to <strong>the</strong> sea. Although losses in some areas have been significant andcontinue, in o<strong>the</strong>r areas sound policy and sustained investments have slowed or reversedharmful trends. There is every reason to believe that wise actions taken today, based on<strong>the</strong> best available science, can restore what has been lost and create even greater benefits.But to achieve this, our nation’s leaders must take immediate steps to <strong>for</strong>mulate a coherent,comprehensive, and effective national ocean policy. Implementation of <strong>the</strong> far-reachingrecommendations offered throughout this report can halt <strong>the</strong> losses and help restore,protect, and enhance America’s ocean assets.44 A N O CEAN B LUEPRINT FOR THE 21ST C ENTURY
