Inaddition to <strong>the</strong> existing evaluation criteria, <strong>the</strong> per<strong>for</strong>mance measures developed bystate programs should also be reviewed. The public, representatives of watershedgroups, and applicable federal program representatives should participate in <strong>the</strong>se programevaluations.• incentives—Existing incentives <strong>for</strong> state participation—federal funding and federal consistencyauthority—should remain, but a substantial portion of <strong>the</strong> federal funding receivedby each state should be based on per<strong>for</strong>mance. Incentives should be offered to rewardexceptional accomplishments, and disincentives should be applied to state coastal managementprograms that are not making satisfactory progress in achieving program goals.• boundaries—Coastal states should extend <strong>the</strong> landward side of <strong>the</strong>ir coastal zoneboundaries to encompass coastal watersheds. Mechanisms should also be established<strong>for</strong> coordinating with watershed management groups outside of a state’s designatedcoastal zone boundary.Recommendation 9–2Congress should consolidate area-based coastal management programs in a streng<strong>the</strong>nedNational <strong>Ocean</strong>ic and Atmospheric Administration (NOAA), capitalizing on <strong>the</strong> strengths ofeach program. At a minimum, this should include bringing toge<strong>the</strong>r <strong>the</strong> Coastal ZoneManagement and National Marine Sanctuary programs and <strong>the</strong> National Estuarine ResearchReserve System, currently administered by NOAA, and additional coastal programs administeredby o<strong>the</strong>r agencies, including <strong>the</strong> National Estuary Program, <strong>the</strong> John H. Chafee CoastalBarrier Resources System, and <strong>the</strong> U.S. Fish and Wildlife Service Coastal Program.Recommendation 9–3The National <strong>Ocean</strong> Council should recommend changes to federal funding and infrastructureprograms to discourage inappropriate growth in fragile or hazard-prone coastal areas andensure consistency with national, regional, and state goals aimed at achieving economicallyand environmentally sustainable development.Recommendation 9–4Congress should amend <strong>the</strong> Coastal Zone Management Act, Clean Water Act, and o<strong>the</strong>r federallaws, where appropriate, to provide better financial, technical, and institutional support<strong>for</strong> watershed management initiatives. The National <strong>Ocean</strong> Council and regional ocean councilsshould enhance support <strong>for</strong> coastal watershed initiatives by coordinating agency programs,technical assistance, and funding and by overseeing development of an accessible clearinghouseof in<strong>for</strong>mation on watershed best management practices.Chapter 10: Guarding People and Property against Natural HazardsRecommendation 10–1The U.S. Army Corps of Engineers’ Civil Works Program, with guidance from <strong>the</strong> National<strong>Ocean</strong> Council, should ensure valid, peer-reviewed cost-benefit analyses of coastal projects,provide greater transparency to <strong>the</strong> public, en<strong>for</strong>ce requirements <strong>for</strong> mitigating <strong>the</strong> impactsof coastal projects, and coordinate such projects with broader coastal planning ef<strong>for</strong>ts.490 A N O CEAN B LUEPRINT FOR THE 21ST C ENTURY
