The coordination activities described above, while helpful, do not combine federalresources across agencies in a coherent, planned, and visible way. Without leadership, nocommon vision <strong>for</strong> ocean education has been developed, and no path <strong>for</strong> achieving such avision has been laid out.A National <strong>Ocean</strong> Education OfficeAs discussed in Chapter 4, <strong>the</strong> National <strong>Ocean</strong> Council, to be established within <strong>the</strong>Executive Office of <strong>the</strong> President, would serve as <strong>the</strong> federal coordinating body <strong>for</strong> allocean-related activities. NOPP and its associated offices and committees would be incorporatedwithin this structure. By streng<strong>the</strong>ning and expanding NOPP’s governing body(currently <strong>the</strong> National <strong>Ocean</strong> Research Leadership Council, but reconstituted pursuantto Recommendation 4–7 as <strong>the</strong> Committee on <strong>Ocean</strong> Science, Education, Technology, andOperations [COSETO]), and placing it under <strong>the</strong> National <strong>Ocean</strong> Council, <strong>the</strong> originalNOPP goal of bringing agencies toge<strong>the</strong>r on ocean research, operations, observing, andeducation ef<strong>for</strong>ts is more likely to be fulfilled. A national ocean education office would bean integral part of COSETO, serving as <strong>the</strong> education component of <strong>the</strong> enhanced NOPP(Figure 8.1).
