Chapter 8: Promoting Lifelong <strong>Ocean</strong> EducationRecommendation 8–1Congress should amend <strong>the</strong> National <strong>Ocean</strong>ographic Partnership Act to add a national oceaneducation office (<strong>Ocean</strong>.ED) with responsibility <strong>for</strong> streng<strong>the</strong>ning ocean-related educationand coordinating federal education ef<strong>for</strong>ts.In particular, <strong>Ocean</strong>.ED should:• develop a national strategy <strong>for</strong> enhancing educational achievement in natural and socialsciences and increasing ocean awareness, including promotion of programs that transcend<strong>the</strong> traditional mission boundaries of individual agencies.• develop a medium-term (five-year) national plan <strong>for</strong> ocean-related K–12 and in<strong>for</strong>maleducation, working with federal, state, and nongovernmental education entities.• coordinate and integrate all federal ocean-related education activities and investments.• establish links among federal ef<strong>for</strong>ts, state and local education authorities, in<strong>for</strong>maleducation facilities and programs, institutions of higher learning, and private-sectoreducation initiatives, and streng<strong>the</strong>n existing partnerships.• report to <strong>the</strong> National <strong>Ocean</strong> Council’s Committee on <strong>Ocean</strong> Science, Education,Technology, and Operations.Recommendation 8–2Congress should provide funding <strong>for</strong> <strong>Ocean</strong>.ED operations and program implementation asa line item in <strong>the</strong> National <strong>Ocean</strong>ic and Atmospheric Administration (NOAA) budget, to bespent at <strong>the</strong> direction of <strong>the</strong> National <strong>Ocean</strong> Council (NOC). NOAA should develop a streamlinedprocess <strong>for</strong> distributing <strong>Ocean</strong>.ED funds to o<strong>the</strong>r federal and nonfederal entities basedon <strong>the</strong> NOC-approved plan.Recommendation 8–3The National <strong>Ocean</strong>ic and Atmospheric Administration, National Science Foundation, Officeof Naval Research, and National Aeronautics and Space Administration should streng<strong>the</strong>n<strong>the</strong>ir support of both <strong>for</strong>mal and in<strong>for</strong>mal ocean-related education, including appropriateevaluations of <strong>the</strong>se ef<strong>for</strong>ts.In particular, <strong>the</strong>se agencies should:• develop, with assistance from <strong>Ocean</strong>.ED, a cooperative system of dedicated, sustained,multi-agency funding <strong>for</strong> <strong>for</strong>mal and in<strong>for</strong>mal ocean education. This funding should beexplicitly linked to <strong>the</strong> national ocean education plan.• provide support <strong>for</strong> development and implementation of ocean-related education materialsand activities with a requirement that evaluation mechanisms be included as a componentof every program.Recommendation 8–4<strong>Ocean</strong>.ED should develop a framework <strong>for</strong> evaluating <strong>the</strong> effectiveness of ocean-related educationprograms, ocean-based K–12 professional development programs, best practices <strong>for</strong>incorporating ocean-based examples into K–12 education, and public education programs.Recommendation 8–5The National <strong>Ocean</strong> Council (NOC), working with <strong>the</strong> National Science Foundation, shouldplace <strong>the</strong> Centers <strong>for</strong> <strong>Ocean</strong> Sciences Education Excellence (COSEE) within <strong>the</strong> NOC structureas a program to be organized and overseen through <strong>Ocean</strong>.ED. The NOC should also work toexpand <strong>the</strong> COSEE program.Expansion of COSEE should include:• tripling <strong>the</strong> number of regional centers to twenty-one, with each center receiving at least$1.5 million a year <strong>for</strong> an initial five year period.486 A N O CEAN B LUEPRINT FOR THE 21ST C ENTURY
