nation’s coastal and marine resources, make it the logical federal agency to implement andoperate the national IOOS. In addition, assigning the lead to NOAA will encourage closecoordination and information transfer between the national IOOS and the NationalWeather Service.Recommendation 26–2Ocean.US should be responsible for planning the national Integrated Ocean ObservingSystem (IOOS). The National Oceanic and Atmospheric Administration should serve as thelead federal agency for implementing and operating the IOOS, with extensive interagencycoordination and subject to approval of all plans and budgets by the National Ocean Council.Ocean.USA memorandum of agreement (MOA) among ten federal agencies (Box 26.2) createdOcean.US as an interagency ocean observation office, supported by annual contributionsfrom the signatories. The fundamental problem with the current arrangement is thatOcean.US has a number of responsibilities without any real authority or control overbudgets. Its ephemeral existence under the MOA, its dependence on personnel detailedfrom the member agencies, and its lack of a dedicated budget severely detract from itsstature within the ocean community and its ability to carry out its responsibilities.A more formal establishment of the Ocean.US office is needed for it to advise theNational Ocean Council and achieve its coordination and planning mandates. The officerequires consistent funding and dedicated, full-time staff with the expertise and skillsneeded to ensure professional credibility. In addition, outside experts on rotationalappointments could help Ocean.US meet its responsibilities.Recommendation 26–3Congress should amend the National Oceanographic Partnership Act to formally establishOcean.US under the National Ocean Council (NOC).Ocean.US should:• report to the NOC’s Committee on Ocean Science, Education, Technology, and Operations.• be provided with funding as a line item within the National Oceanic and AtmosphericAdministration’s budget, to be spent subject to NOC approval.• have authority to bring in outside experts on rotational appointments when needed.Regional StructureOcean.US continues to move forward in developing regional coastal observing systemsthat will provide a backbone of estuarine, coastal, and offshore observations for thenational IOOS. nies, nongovernmental organizations, academic institutions, and international bodies. 1,2Each RA will be responsible for:• Defining and prioritizing issues to be addressed and related science requirements.• Identifying all potential data sources.• Generating value-added products through public-private partnerships.• Providing easy and rapid access to data and information on the coastal ocean.• Fostering research and development and incorporating new technologies and knowledgeto improve the capacity of regional observing systems to meet societal needs.• Developing programs to improve public awareness and education on the marineenvironment.• Coordinating monitoring and research activities within the region and withadjacent regions.Coordination among RAs will be assisted by formation of the National Federation ofRegional Associations, which will represent all regions, interact closely with Ocean.US,and serve as a source of local and regional input in developing requirements for thenational system. The RAs and their Federation must also work side-by-side with NOAAand the U.S. Navy on information management and communications in order to generatetimely, useful information products (discussed further below and in Chapter 28).To fully address the needs of coastal managers, ocean observations should be integratedinto other information gathering activities such as regionally-focused research,monitoring, outreach and education, and ecosystem assessments. Thus, a RA could serveas a good starting point for addressing broader regional information needs and shouldconsider expanding its mission and membership beyond observational activities toassume the duties required of the regional ocean information programs proposed inChapter 5. Where a regional ocean information program exists in addition to a RA, closecoordination will be needed to ensure that observations are incorporated into the otheractivities of the information program.Reaching Out to the User CommunityTo fulfill its mission, the IOOS must draw on and meet the needs of a broad suite of users,including the general public. However, at this early stage, many people do not even knowwhat the national IOOS is, nor do they grasp the potential utility and value of the informationit will generate. This has slowed progress in its implementation.Some important stakeholders outside of the federal agencies and ocean researchcommunity have not been sufficiently integrated into the initial planning process. Someof those who were consulted are concerned that they were brought into the process afterimportant design and other decisions had already been made. While Congress and theadministration have both expressed support for the concept of a national IntegratedOcean Observing System, there has been insufficient constituent demand to compelappropriation of significant public funds. Clearer communication about the benefits ofthe IOOS, and broader participation in planning activities, are necessary to help create agroundswell of support.To get the most out of the IOOS, resource managers at federal, state, regional, territorial,tribal, and local levels will need to supply input about their information needs andoperational requirements and provide guidance on what output would be most useful.Other users, including educators, ocean and coastal industries, fishermen, and coastalcitizens, must also have a visible avenue for providing input.
