Agency funding can also be coordinated to ensure maximumeffectiveness. The National <strong>Ocean</strong> Council and regional ocean councils can play an importantrole in <strong>the</strong>se coordination ef<strong>for</strong>ts.Recommendation 9–4Congress should amend <strong>the</strong> Coastal Zone Management Act, Clean Water Act, and o<strong>the</strong>rfederal laws, where appropriate, to provide better financial, technical, and institutionalsupport <strong>for</strong> watershed management initiatives. The National <strong>Ocean</strong> Council and regionalocean councils should enhance support <strong>for</strong> coastal watershed initiatives by coordinatingagency programs, technical assistance, and funding and by overseeing development of anaccessible clearinghouse of in<strong>for</strong>mation on watershed best management practices.Linking Coastal and Offshore ManagementAs discussed in Chapter 6, <strong>the</strong> growing number of activities that take place in offshorewaters calls <strong>for</strong> a more comprehensive offshore management regime. While <strong>the</strong> focus ofthis chapter is on coastal and watershed management, it is important to recognize <strong>the</strong>strong relationship between <strong>the</strong> management of onshore and offshore resources. Stateshave long asserted <strong>the</strong>ir interests offshore, both by acting as <strong>the</strong> trustee <strong>for</strong> publicresources in and beneath state waters, and by exerting <strong>the</strong>ir responsibilities <strong>for</strong> activitiesthat take place in federal waters but affect state resources (principally through <strong>the</strong> CZMAfederal consistency provisions, described in Box 9.4). Several states, including Oregon,Cali<strong>for</strong>nia, and Hawaii, have developed comprehensive plans to guide ocean activities,resolve conflicts, and anticipate new uses in <strong>the</strong>ir waters. O<strong>the</strong>r states, including Florida,Maine, Mississippi, and North Carolina have conducted extensive studies of ocean issuesaffecting <strong>the</strong>ir states. In 2003, Massachusetts launched an ocean planning initiative.Because <strong>the</strong>re is no wall that separates state and federal waters, state planning and managementof <strong>the</strong> waters under <strong>the</strong>ir jurisdiction is an important complement to <strong>the</strong> coordinatedoffshore management regime called <strong>for</strong> in Chapter 6.Increasing Understanding of Coastal EcosystemsTo improve <strong>the</strong> management of <strong>the</strong> nation’s oceans and coasts, decision makers at all levelswill need to gain a better understanding of ecosystems, both how <strong>the</strong>y function andhow <strong>the</strong>y are affected by human activities and natural events. The establishment ofregional ocean in<strong>for</strong>mation programs, as recommended in Chapter 5, is one importantvehicle <strong>for</strong> enabling decision makers to better communicate <strong>the</strong>ir in<strong>for</strong>mation needs to <strong>the</strong>scientific community and ensuring that new in<strong>for</strong>mation is converted into useful products.Coastal and watershed management activities, and growing ef<strong>for</strong>ts to link <strong>the</strong>se twoapproaches, should provide <strong>the</strong> in<strong>for</strong>mation necessary <strong>for</strong> <strong>the</strong> public to be responsiblestewards of <strong>the</strong> nation’s oceans, coasts, and watersheds.160 A N O CEAN B LUEPRINT FOR THE 21ST C ENTURY
