Chapter 29: Advancing International <strong>Ocean</strong> Science and PolicyRecommendation 29–1The United States should accede to <strong>the</strong> United Nations Convention on <strong>the</strong> Law of <strong>the</strong> Sea.Recommendation 29–2The National <strong>Ocean</strong> Council should coordinate an expedited review and analysis of <strong>the</strong>ocean-related components of <strong>the</strong> United Nations Convention on Biological Diversity andrecommend to <strong>the</strong> U.S. Department of State whe<strong>the</strong>r, from an ocean perspective, ratificationof this treaty would be beneficial to U.S. interests.Recommendation 29–3The National <strong>Ocean</strong> Council (NOC) should establish and oversee an interagency committee tosupport <strong>the</strong> development and implementation of ocean-related international policy.The international committee of <strong>the</strong> NOC should:• be chaired by <strong>the</strong> U.S. Department of State.• make recommendations to <strong>the</strong> Assistant to <strong>the</strong> President, <strong>the</strong> Secretary of State, ando<strong>the</strong>r agency heads as appropriate, on international ocean policy.• assess <strong>the</strong> implementation status of ocean-related treaties to which <strong>the</strong> United Statesis a party and recommend appropriate actions and funding required to fulfill U.S. treatyobligations.• provide technical assistance to <strong>the</strong> NOC on international ocean issues.Recommendation 29–4The National <strong>Ocean</strong> Council should assess emerging international ocean-related managementchallenges and make recommendations <strong>for</strong> ei<strong>the</strong>r incorporating <strong>the</strong>se activities under existingmanagement regimes or developing appropriate new ones. The U.S. Department of Stateshould work with <strong>the</strong> international community to implement <strong>the</strong>se recommendations.Recommendation 29–5The U.S. Department of State should improve its integration of ocean-related scientificexpertise in policy and program development and implementation.These improvements can be accomplished by:• conducting State Department staff training about <strong>the</strong> relevance of scientific considerationsto international ocean policy.• increasing scientific support throughout <strong>the</strong> department to address current and emergingocean-related issues, particularly through <strong>the</strong> use of borrowed personnel from resourceagencies or academic institutions.• creating mechanisms to facilitate input from <strong>the</strong> scientific community on complex oceanrelatedissues.Recommendation 29–6The United States should continue to participate in and support major international oceanscience organizations and programs.Recommendation 29–7The U.S. Department of State should offer strong support <strong>for</strong> U.S. scientists conductingresearch programs around <strong>the</strong> world. Existing international partnerships should be streng<strong>the</strong>nedand new partnerships promoted to facilitate <strong>the</strong> conduct of international research.CHAPTER 31: SUMMARY OF RECOMMENDATIONS521
