IOOS. The differences in missions and prioritiesamong <strong>the</strong> ocean agencies could slow <strong>the</strong> implementationof key components of <strong>the</strong> IOOS. Additionally,<strong>the</strong> federal ocean agencies answer to different congressionalcommittees and subcommittees <strong>for</strong>authorizations and appropriations, which couldresult in inconsistent and incomplete funding of <strong>the</strong>national system. Fur<strong>the</strong>rmore, in times of tight budgets,federal agencies may be tempted to tap into <strong>the</strong>irIOOS budgets to support shortfalls or unfunded initiatives.Only by consolidating <strong>the</strong> IOOS budgetwithin one agency, with input and agreement onspending from <strong>the</strong> o<strong>the</strong>r agencies, can full implementationbe assured. Never<strong>the</strong>less, many agencies andnonfederal organizations will continue to play a vitalrole in implementing different components of <strong>the</strong>IOOS, and mechanisms must be in place <strong>for</strong> quicklytransferring appropriate portions of <strong>the</strong> IOOS budgetto <strong>the</strong>se essential partners.System Cost Estimates<strong>Ocean</strong>.US has provided estimates of <strong>the</strong> costs ofimplementing, operating, maintaining, and enhancinga national IOOS. The plan <strong>for</strong> <strong>the</strong> system involves a4-year ramp-up of funding, from a $138 millionstart-up cost in fiscal year 2006 to $500 millionannually starting in fiscal year 2010 (Table 26.3).Details of <strong>the</strong> $138 million start-up cost are providedin Table 26.4. 5 The cumulative cost over <strong>the</strong> first 5years is estimated at $1.8 billion.However, <strong>the</strong>se cost estimates are not complete.They do not include all requirements <strong>for</strong> building,operating, and maintaining <strong>the</strong> system, such as costsassociated with dedicated satellite sensors, spaceborneplat<strong>for</strong>ms, and data stream collection andassimilation. Considering <strong>the</strong> costs of sensordevelopment, telecommunications, computer systems, and improvements in modelingand prediction capabilities, an additional annual investment of about $100 million willmost likely be needed. Fur<strong>the</strong>rmore, <strong>the</strong> operation of Earth observing satellites, alongwith collection and management of <strong>the</strong> resulting data, will add approximately $150 millionmore per year, depending on <strong>the</strong> number of satellites in operation.
