nies, nongovernmental organizations, academic institutions, and international bodies. 1,2Each RA will be responsible <strong>for</strong>:• Defining and prioritizing issues to be addressed and related science requirements.• Identifying all potential data sources.• Generating value-added products through public-private partnerships.• Providing easy and rapid access to data and in<strong>for</strong>mation on <strong>the</strong> coastal ocean.• Fostering research and development and incorporating new technologies and knowledgeto improve <strong>the</strong> capacity of regional observing systems to meet societal needs.• Developing programs to improve public awareness and education on <strong>the</strong> marineenvironment.• Coordinating monitoring and research activities within <strong>the</strong> region and withadjacent regions.Coordination among RAs will be assisted by <strong>for</strong>mation of <strong>the</strong> National Federation ofRegional Associations, which will represent all regions, interact closely with <strong>Ocean</strong>.US,and serve as a source of local and regional input in developing requirements <strong>for</strong> <strong>the</strong>national system. The RAs and <strong>the</strong>ir Federation must also work side-by-side with NOAAand <strong>the</strong> U.S. Navy on in<strong>for</strong>mation management and communications in order to generatetimely, useful in<strong>for</strong>mation products (discussed fur<strong>the</strong>r below and in Chapter 28).To fully address <strong>the</strong> needs of coastal managers, ocean observations should be integratedinto o<strong>the</strong>r in<strong>for</strong>mation ga<strong>the</strong>ring activities such as regionally-focused research,monitoring, outreach and education, and ecosystem assessments. Thus, a RA could serveas a good starting point <strong>for</strong> addressing broader regional in<strong>for</strong>mation needs and shouldconsider expanding its mission and membership beyond observational activities toassume <strong>the</strong> duties required of <strong>the</strong> regional ocean in<strong>for</strong>mation programs proposed inChapter 5. Where a regional ocean in<strong>for</strong>mation program exists in addition to a RA, closecoordination will be needed to ensure that observations are incorporated into <strong>the</strong> o<strong>the</strong>ractivities of <strong>the</strong> in<strong>for</strong>mation program.Reaching Out to <strong>the</strong> User CommunityTo fulfill its mission, <strong>the</strong> IOOS must draw on and meet <strong>the</strong> needs of a broad suite of users,including <strong>the</strong> general public. However, at this early stage, many people do not even knowwhat <strong>the</strong> national IOOS is, nor do <strong>the</strong>y grasp <strong>the</strong> potential utility and value of <strong>the</strong> in<strong>for</strong>mationit will generate. This has slowed progress in its implementation.Some important stakeholders outside of <strong>the</strong> federal agencies and ocean researchcommunity have not been sufficiently integrated into <strong>the</strong> initial planning process. Someof those who were consulted are concerned that <strong>the</strong>y were brought into <strong>the</strong> process afterimportant design and o<strong>the</strong>r decisions had already been made. While Congress and <strong>the</strong>administration have both expressed support <strong>for</strong> <strong>the</strong> concept of a national Integrated<strong>Ocean</strong> Observing System, <strong>the</strong>re has been insufficient constituent demand to compelappropriation of significant public funds. Clearer communication about <strong>the</strong> benefits of<strong>the</strong> IOOS, and broader participation in planning activities, are necessary to help create agroundswell of support.To get <strong>the</strong> most out of <strong>the</strong> IOOS, resource managers at federal, state, regional, territorial,tribal, and local levels will need to supply input about <strong>the</strong>ir in<strong>for</strong>mation needs andoperational requirements and provide guidance on what output would be most useful.O<strong>the</strong>r users, including educators, ocean and coastal industries, fishermen, and coastalcitizens, must also have a visible avenue <strong>for</strong> providing input. <strong>Ocean</strong>.US and <strong>the</strong> RegionalAssociations will need to devote significant time and thought to proactively approachingusers and promoting public awareness of <strong>the</strong> enormous potential of <strong>the</strong> IOOS.CHAPTER 26: ACHIEVING A SUSTAINED, INTEGRATED OCEAN OBSERVING SYSTEM399
