• coordinate federal agency ef<strong>for</strong>ts to attract in<strong>for</strong>mation technology expertise into <strong>the</strong>ocean sciences community.• communicate with regional, state, and local organizations, including <strong>the</strong> regional oceanin<strong>for</strong>mation programs, to determine user needs and feed this in<strong>for</strong>mation back to relevantagencies.Recommendation 28–2The National <strong>Ocean</strong>ic and Atmospheric Administration (NOAA) and <strong>the</strong> U.S. Navy should establishan ocean and coastal in<strong>for</strong>mation management and communications partnership to generatein<strong>for</strong>mation products relevant to national, regional, state, and local operational needs.The NOAA-Navy partnership should:• prioritize products and <strong>for</strong>ecasts based on input from regional ocean in<strong>for</strong>mation programs,<strong>Ocean</strong>.IT, <strong>Ocean</strong>.US, <strong>the</strong> Regional Associations of <strong>the</strong> IOOS, and o<strong>the</strong>r federal,regional, state, and local users.• base products and <strong>for</strong>ecasts on all available data sources.• support <strong>the</strong> generation of new models and <strong>for</strong>ecasts in collaboration with <strong>Ocean</strong>.IT, academia,and <strong>the</strong> private sector.Recommendation 28–3<strong>Ocean</strong>.IT should work with developers of <strong>the</strong> National Virtual <strong>Ocean</strong> Data System and o<strong>the</strong>rinnovative data management systems to implement a federally-supported system <strong>for</strong> accessingocean and coastal data both within and outside <strong>the</strong> national data centers.Recommendation 28–4The National <strong>Ocean</strong> Council (NOC) should establish and en<strong>for</strong>ce common requirements anddeadlines <strong>for</strong> investigators to submit data acquired during federally funded ocean researchprojects.In establishing <strong>the</strong>se requirements, <strong>the</strong> NOC’s Committee on <strong>Ocean</strong> Science, Education,Technology, and Operations should:• develop incentives to ensure more timely submission of investigator data to <strong>the</strong>national centers.• require that a certification of data deposit be supplied to investigators who comply with<strong>the</strong> new regulations and that this certificate be presented be<strong>for</strong>e subsequent federalfunding is provided.Recommendation 28–5The U.S. Navy should periodically review and declassify appropriate naval oceanographic data<strong>for</strong> access by <strong>the</strong> civilian science community.Recommendation 28–6The President should convene an interagency task <strong>for</strong>ce to plan <strong>for</strong> modernizing <strong>the</strong> nationalenvironmental data archiving, assimilation, modeling, and distribution system with <strong>the</strong> goalof creating an integrated Earth environmental data and in<strong>for</strong>mation system.The task <strong>for</strong>ce should:• be comprised of all federal agencies with environmental data collection responsibilities.• propose a plan <strong>for</strong> <strong>the</strong> national environmental data system that includes specific costestimates and phasing requirements to ensure timely implementation.520 A N O CEAN B LUEPRINT FOR THE 21ST C ENTURY
