TheGSMFC assists in managing and conserving coastalfishery resources in state waters through <strong>the</strong> developmentof interjurisdictional fishery management plansthat rely on state authorities <strong>for</strong> implementation, andcoordinates state and federal programs regardingmarine fisheries resources. L. 96–362; 16 U.S.C. §§ 2801 et seq.), <strong>the</strong> JointSubcommittee on Aquaculture (JSA) operates under<strong>the</strong> aegis of <strong>the</strong> National Science and TechnologyCouncil of <strong>the</strong> Office of Science and TechnologyPolicy in <strong>the</strong> Executive Office of <strong>the</strong> President. TheSubcommittee reviews national needs related toaquaculture, assesses <strong>the</strong> effectiveness of federalef<strong>for</strong>ts, and recommends actions on aquacultureissues. The MMC is chargedwith developing, reviewing, and making recommendationson domestic and international actions andpolicies of all federal agencies with respect to marinemammal protection and conservation and with carryingout a research program.
