A range of programs will helpidentify and recruit <strong>the</strong> best and brightest to careers in marine-related fields and ensure acontinuing source of essential human capital.At <strong>the</strong> graduate and postdoctoral levels, NOAA can support fellowships and traineeshipsthat emphasize interdisciplinary approaches and real-world experiences beyond <strong>the</strong>university setting, such as those provided by <strong>the</strong> Dean John A. Knauss Marine PolicyFellowship, <strong>the</strong> NOAA Coastal Services Center Coastal Management Fellowship, <strong>the</strong>NERRS Graduate Research Fellowship Program, Smithsonian graduate and post-graduatefellowships, and <strong>the</strong> American Association <strong>for</strong> <strong>the</strong> Advancement of Science Fellowship.NSF’s Integrative Graduate Education and Research Training program and NASA traineeshipsand fellowships offer o<strong>the</strong>r models. Within NOAA, Sea Grant plays a critical role inproviding graduate-level education opportunities, a role which could be enhanced as partof an expansion of that program.The Navy has had success in partnering directly with academic institutions, providingsupport <strong>for</strong> distinguished scientists who develop laboratories and educate students inareas of fundamental interest to <strong>the</strong> Navy. NOAA could establish similar competitivemarine studies professorships at leading institutions of higher education with a demonstratedcommitment to marine programs. Disciplines of interest to NOAA <strong>for</strong> such professorshipsmight include fisheries science, climate research, atmospheric studies, and marineresource economics, policy, aquaculture, genomics, education, and ecosystem studies. Theintent would be to create a cadre of distinguished NOAA endowed chairs at universitiesaround <strong>the</strong> nation. In a complementary ef<strong>for</strong>t, NOAA should consider establishing competitivenational awards to recognize excellent teaching in marine-related topics.Recommendation 8–13The National <strong>Ocean</strong>ic and Atmospheric Administration (NOAA) should establish a nationalocean education and training program, patterned after <strong>the</strong> National Institutes of Healthmodel, within its Office of Education and Sustainable Development to provide diverse andinnovative ocean-related education opportunities at <strong>the</strong> undergraduate, graduate, andpostdoctoral levels.Specifically, NOAA should:• offer students at <strong>the</strong> undergraduate level experiential learning opportunities in a rangeof marine fields through summer internships or similar mechanisms.• support fellowships and traineeships at <strong>the</strong> graduate and postdoctoral levels thatemphasize interdisciplinary approaches and real-world experiences outside <strong>the</strong> universitysetting, especially in areas critical to <strong>the</strong> agency’s mission.• support professorships in fields of particular interest to NOAA.At NSF, higher education is an explicit part of its mission. At <strong>the</strong> undergraduate level,NSF’s Research Experience <strong>for</strong> Undergraduates program could be expanded to includemore marine-related experiences. At <strong>the</strong> graduate and postdoctoral levels, opportunitiescould include fellowships that encourage cross-disciplinary research, interdisciplinarytraineeships, and master’s degree fellowships. Programs such as NSF’s IntegrativeGraduate Education and Research Training program, Centers <strong>for</strong> Learning and Teaching,and Graduate Teaching Fellows in K–12 Education could be enhanced and broadened toattract o<strong>the</strong>r federal sponsors. Finally, NSF cooperative programs are well-positioned tostreng<strong>the</strong>n support at universities, museums, and o<strong>the</strong>r institutions <strong>for</strong> educationalopportunities related to biodiversity.140 A N O CEAN B LUEPRINT FOR THE 21ST C ENTURY
