Global Environment Policy Coordinating Committee includes a subcommittee to dealwith international ocean issues. But <strong>the</strong>re is no multi-issue, interagency mechanism toguide, oversee, and coordinate all aspects of ocean and coastal science and policy.As part of a new National <strong>Ocean</strong> Policy Framework, <strong>the</strong> Commission recommendsthat Congress establish a National <strong>Ocean</strong> Council (NOC) within <strong>the</strong> Executive Office of<strong>the</strong> President, chaired by an Assistant to <strong>the</strong> President and composed of cabinet secretariesof departments and administrators of independent agencies with relevant ocean- andcoastal-related responsibilities (Figure ES.2).
