Figure C.6 Composition of the Private Sector Ocean Economy by Different Measures: 20002%4%23%2%3%4% 13%29% 13%7%123%24%2 3%8%12%7%82%Establishments73%Employment50%Wages51%GSP■ Construction■ Living Resources■ MInerals■ Ship & Boat Building■ Tourism & Recreation■ TransportationSource: BLS, NOEPsea freight handling (down 14%) and in searchand navigation equipment (down 41%). In thecase of freight, while the volume of ocean-goingtrade increased over the decade, the number ofpeople required to handle the trade declined ascontainers and automation allowed fewer peopleto work the docks. The decline in search andnavigation equipment was heavily related topost-Cold War military procurement reductions.Ocean related passenger transportation increasedsignificantly (up 47% in employment and 130%in GSP), from cruise ships, ferry services andtour boats. 18The changes in the ocean economy away fromgoods-producing activities should, not, however, obscure the continued importance of goods-relatedactivities. Figure C.6 compares the distribution ofestablishments, employment, wages, and outputfrom the ocean sectors for 2000. Tourism and recreationdominates the number of establishments andemployment, with three quarters or more of theocean economy accounted for by this sector. Whenwages and output are considered, the goods producingindustries are much more important, particularlythe minerals sector. Accounting for 2% of employment, minerals accounts for nearly ten times the proportionof ocean economy output.C 12A N O CEAN B LUEPRINT FOR THE 21ST C ENTURY
