• an overall system design that determines where, how, and when to monitor and includesa mix of time and space scales, probabilistic and fixed stations, and stressor- and effectsorientedmeasurements.• technical coordination that establishes standard procedures and techniques.• periodic review of <strong>the</strong> monitoring network, with modifications as necessary to ensurethat useful goals are being met in a cost-effective way.Chapter 16: Limiting Vessel Pollution and Improving Vessel SafetyRecommendation 16–1The U.S. Coast Guard should encourage industry partners engaged in vessel management todevelop stronger voluntary measures, particularly those that reward crew member contributions,as part of a continuing, long-term ef<strong>for</strong>t to build a culture of safety, security, and environmentalcompliance in routine vessel operations.Recommendation 16–2The U.S. Coast Guard should carry out sustained and streng<strong>the</strong>ned per<strong>for</strong>mance-based inspectionsas a key component of vigorous en<strong>for</strong>cement of marine safety and environmental protectionlaws. Coast Guard activities in <strong>the</strong>se areas should be coordinated with new demands<strong>for</strong> vessel security inspections and o<strong>the</strong>r security requirements.Recommendation 16–3The United States should work with o<strong>the</strong>r nations to accelerate ef<strong>for</strong>ts at <strong>the</strong> InternationalMaritime Organization to enhance flag state oversight and en<strong>for</strong>cement.These ef<strong>for</strong>ts should include implementation of:• a code outlining flag state responsibilities and obligations.• a voluntary audit regime, to be followed by adoption of a mandatory external auditregime <strong>for</strong> evaluating flag state per<strong>for</strong>mance.• measures to ensure that responsible organizations, acting on behalf of flag states, meetestablished per<strong>for</strong>mance standards.• increased technical assistance, where appropriate, <strong>for</strong> flag states that participate in selfassessmentsand audits.Recommendation 16–4The U.S. Coast Guard, working with o<strong>the</strong>r nations, should establish a permanent mechanism tostreng<strong>the</strong>n and harmonize port state control programs under <strong>the</strong> auspices of <strong>the</strong> InternationalMaritime Organization. To assist port states, <strong>the</strong> Coast Guard should also support ef<strong>for</strong>ts toenhance an international vessel in<strong>for</strong>mation database.Recommendation 16–5Congress should establish a new statutory regime <strong>for</strong> managing wastewater discharges fromlarge passenger vessels that applies throughout <strong>the</strong> United States.This regime should include:• uni<strong>for</strong>m discharge standards and waste management procedures.• thorough recordkeeping requirements to track <strong>the</strong> waste management process.• required sampling, testing, and monitoring by vessel operators using uni<strong>for</strong>m protocols.• flexibility and incentives to encourage industry investment in innovative treatmenttechnologies.498 A N O CEAN B LUEPRINT FOR THE 21ST C ENTURY
