Recommendation 16–6The U.S. Environmental Protection Agency should revise <strong>the</strong> Clean Water Act marine sanitationdevice (MSD) regulations to require that new MSDs meet significantly more stringentpathogen standards. Manufacturers should be required to warranty that new MSDs will meet<strong>the</strong>se standards <strong>for</strong> a specific time period.Recommendation 16–7The U.S. Environmental Protection Agency (EPA) should conduct a thorough assessment,including field inspections, to verify <strong>the</strong> availability and accessibility of functioning pumpoutfacilities in existing no-discharge zones and prior to <strong>the</strong> approval of any new no-dischargezones. The U.S. Fish and Wildlife Service and EPA, working with states, should coordinate<strong>the</strong>ir ef<strong>for</strong>ts to increase <strong>the</strong> availability of adequate, accessible, and operational pumpoutfacilities, particularly in no discharge zones.Recommendation 16–8The United States should ratify MARPOL <strong>An</strong>nex VI and work <strong>for</strong> International MaritimeOrganization (IMO) adoption of even stricter air emission standards that reflect advances inmarine engine technology, availability of cleaner fuels, and improved operational practices.The U.S. Environmental Protection Agency, working with o<strong>the</strong>r appropriate entities, shoulduse <strong>An</strong>nex VI criteria and guidelines to evaluate U.S. ocean and coastal areas with impaired airquality, and seek IMO designation of appropriate areas as Sulfur Oxide Emission Control Areas.Recommendation 16–9The U.S. Environmental Protection Agency, working with o<strong>the</strong>r appropriate entities, shouldinvestigate and implement incentive-based measures that could lead to measurable voluntaryreductions in vessel air emissions.Recommendation 16–10The U.S. Department of Transportation, U.S. Coast Guard, U.S. Environmental ProtectionAgency, and Minerals Management Service, in consultation with states, should conduct a riskbasedanalysis of all oil transportation systems that identifies and prioritizes sources of greatestrisk. Based on that analysis, <strong>the</strong> agencies should develop a comprehensive, long-term plan<strong>for</strong> action to reduce overall spill risks and <strong>the</strong> threat of significant spills.Recommendation 16–11The U.S. Coast Guard, working with <strong>the</strong> spill response and marine salvage communities,should develop comprehensive policy guidance and contingency plans <strong>for</strong> places of refuge in<strong>the</strong> United States. The plans should clearly delineate decision-making authorities and responsibilitiesand provide <strong>for</strong> coordinated and timely assessments and responses to vessels seekinga place of refuge.Recommendation 16–12The National <strong>Ocean</strong> Council should coordinate federal agency ef<strong>for</strong>ts to reduce <strong>the</strong> releaseof air and oil pollutants from small vessel operations through a combination of outreach andeducation, development of incentives to encourage early replacement of older two-strokeengines, and support <strong>for</strong> innovative pilot programs at <strong>the</strong> federal, state, and local levels.Recommendation 16–13The U.S. Environmental Protection Agency, National <strong>Ocean</strong>ic and Atmospheric Administration,U.S. Coast Guard, and o<strong>the</strong>r appropriate entities should support a vigorous, coordinatedresearch program on <strong>the</strong> fates and impacts of vessel pollution. Research results should beused to guide management priorities, develop new control technologies, determine bestmanagement practices, and create more effective regulatory regimes as needed.CHAPTER 31: SUMMARY OF RECOMMENDATIONS499
