International <strong>Ocean</strong> Science ProgramsInternational ocean research is conducted and coordinated by a variety of entities including<strong>the</strong> U.N. Intergovernmental <strong>Ocean</strong>ographic Commission, which has sponsored conferencesand meetings on an array of topics in this field. These programs include ef<strong>for</strong>ts to understandEl Niño, <strong>the</strong> role of <strong>the</strong> oceans in <strong>the</strong> global carbon balance, climate variability, andalgal blooms. The Scientific Committee on <strong>Ocean</strong>ic Research (SCOR), an interdisciplinarybody of <strong>the</strong> International Council <strong>for</strong> Science, focuses on large-scale ocean research projects<strong>for</strong> long-term, complex activities. SCOR also promotes capacity building in developingcountries by encouraging scientists from such countries to participate in its workinggroups and o<strong>the</strong>r activities. O<strong>the</strong>r institutions, including <strong>the</strong> World MeteorologicalOrganization, <strong>the</strong> U.N. Environment Program, and <strong>the</strong> International HydrographicOrganization, are doing valuable work on climate change, coral reefs, and ocean surveys.The United States participates in and contributes to collaborative international oceanresearch both to fulfill our global obligations and because it is in our national interest todo so. The more we know, <strong>the</strong> better we can protect our long-term stake in healthy andproductive oceans.Recommendation 29–6The United States should continue to participate in and support major international oceanscience organizations and programs.The Global <strong>Ocean</strong> Observing System<strong>An</strong> international ef<strong>for</strong>t is underway to gain a better understanding of <strong>the</strong> current state of<strong>the</strong> world’s oceans, and to revolutionize <strong>the</strong> ability to predict future ocean conditions.When fully realized, <strong>the</strong> Global <strong>Ocean</strong> Observing System will use state-of-<strong>the</strong>-art technologyto integrate data streams from satellites and globally-deployed ocean sensors. Thesedata will <strong>the</strong>n be made available in useable <strong>for</strong>m to resource managers, businesses, and <strong>the</strong>general public. This initiative is part of a larger international ef<strong>for</strong>t to create a system thatintegrates ocean, atmosphere, and terrestrial observations.One of <strong>the</strong> most important functions of <strong>the</strong> Global <strong>Ocean</strong> Observing System will be tobetter understand <strong>the</strong> ocean’s critical role in climate and climate change. The oceans storetremendous amounts of heat, water, and carbon dioxide, transport <strong>the</strong>m around <strong>the</strong> globethrough ocean circulation, and exchange <strong>the</strong>m continually with <strong>the</strong> atmosphere. A betterunderstanding of <strong>the</strong> interactions between oceans and climate will assist scientists inanalyzing and predicting short- and long-term climate changes. Improved in<strong>for</strong>mationfrom <strong>the</strong> Global <strong>Ocean</strong> Observing System will also help scientists predict changes in <strong>the</strong>oceans <strong>the</strong>mselves, such as sea-level rise, elevated carbon dioxide concentrations, andvariations in water temperature, and assist in planning <strong>for</strong> <strong>the</strong> potential impacts of suchchanges. Enhanced observations of ocean-atmosphere interactions may also help assess<strong>the</strong> potential <strong>for</strong> abrupt climate change, and suggest ways to mitigate its impacts.The U.S. role in development of <strong>the</strong> Global <strong>Ocean</strong> Observing System is closely linkedwith ef<strong>for</strong>ts to improve ocean data collection nationally. The U.S. Integrated <strong>Ocean</strong>Observing System (discussed in Chapter 26) will be <strong>the</strong> link between <strong>the</strong> global systemand <strong>the</strong> regional ocean observing systems in <strong>the</strong> United States. Improving internationalcoordination on ocean observations, and integrating <strong>the</strong>se observations into <strong>the</strong> broadersuite of atmospheric and terrestrial observations, is a cornerstone of <strong>the</strong> ongoing ef<strong>for</strong>t tostreng<strong>the</strong>n <strong>the</strong> role of science in international policy making.C HAPTER 29: ADVANCING INTERNATIONAL OCEAN SCIENCE AND POLICY 453
