displaced every year through the c<strong>on</strong>structi<strong>on</strong> of large dams,<br />

primarily in Asia. In additi<strong>on</strong>, some 6 milli<strong>on</strong> people are<br />

being displaced annually by urban development and transportati<strong>on</strong><br />

programmes. 46 The compensati<strong>on</strong> provided to the<br />

people relocated has often been much less than promised,<br />

whether in cash, in kind or employment, and has resulted in<br />

worsening impoverishment for many. Quite often, tensi<strong>on</strong>s<br />

remain high in the regi<strong>on</strong>s where relocati<strong>on</strong>s for such<br />

projects have taken place l<strong>on</strong>g after the resettlement<br />

officially ends. 47<br />

Many governments c<strong>on</strong>tinue to believe that such<br />

large-scale mega projects will reduce poverty and raise<br />

nati<strong>on</strong>al incomes. These same projects, however, even if<br />

bringing some benefit, are far too frequently the cause of<br />

increased poverty and major displacement. A former president<br />

of Argentina referred to mega projects as ‘m<strong>on</strong>uments<br />

to corrupti<strong>on</strong>’. 48 In another instance, during the early 1990s,<br />

in Karachi, Pakistan, the World Bank was willing to fund an<br />

87 kilometre-l<strong>on</strong>g expressway (about <strong>on</strong>e third of it<br />

elevated), despite str<strong>on</strong>g oppositi<strong>on</strong> that the project design<br />

was inappropriate and expensive; would have an adverse<br />

envir<strong>on</strong>mental impact <strong>on</strong> the city; cause much dislocati<strong>on</strong>;<br />

cause much disrupti<strong>on</strong>, especially in the city centre; and<br />

affect the historical buildings in the city. 49 After str<strong>on</strong>g<br />

resistance by citizens’ groups, the World Bank, to its credit,<br />

withdrew support for the project.<br />

and never receive the promised compensati<strong>on</strong>, sometimes<br />

leaving the evictees homeless because of lack of or inadequate<br />

compensati<strong>on</strong>.<br />

In an attempt to reduce the negative housing impacts<br />

of the Olympic Games, the Internati<strong>on</strong>al Olympic<br />

Committee has been repeatedly urged by NGOs and others<br />

to play a firmer role in discouraging host cities from using<br />

the games as a pretext for evicti<strong>on</strong> and to take evicti<strong>on</strong> intenti<strong>on</strong>s<br />

into account in determining future hosts of the<br />

Olympics. To date, however, the Internati<strong>on</strong>al Olympic<br />

Committee has refused to take any c<strong>on</strong>crete measures to<br />

facilitate greater respect for housing rights and security of<br />

tenure in c<strong>on</strong>necti<strong>on</strong> with the Olympic Games. 52<br />

■ Urban beautificati<strong>on</strong><br />

Another comm<strong>on</strong> type of forced evicti<strong>on</strong>s is carried out in<br />

the name of urban beautificati<strong>on</strong>, or simply cleaning up a<br />

city, often in c<strong>on</strong>juncti<strong>on</strong> with investment inducements.<br />

Urban beautificati<strong>on</strong> is in itself used as justificati<strong>on</strong> and legitimizati<strong>on</strong><br />

of such evicti<strong>on</strong>s. The forced evicti<strong>on</strong> operati<strong>on</strong><br />

carried out in May 2005 in Zimbabwe is a case in point. The<br />

United Nati<strong>on</strong>s Special Envoy described Operati<strong>on</strong><br />

Murambatsvina as follows in the report of the fact-finding<br />

missi<strong>on</strong> to Zimbabwe to assess the scope and impact of the<br />

■ Internati<strong>on</strong>al mega events<br />

Internati<strong>on</strong>al mega events, including global c<strong>on</strong>ferences and<br />

internati<strong>on</strong>al sporting events such as the Olympic Games,<br />

are often the rati<strong>on</strong>ale behind large-scale evicti<strong>on</strong>s. For<br />

instance, reports indicate that some 720,000 people were<br />

forcibly evicted in Seoul and Inch<strong>on</strong> (South Korea), prior to<br />

the 1988 Olympic Games. 50 Some 30,000 were forcibly<br />

evicted in Atlanta prior to the 1996 Olympic Games. The<br />

oldest public housing project in the US, Techwood Homes,<br />

was deliberately de-tenanted because it stood in the way of a<br />

‘sanitized corridor’ running through to CNN headquarters<br />

and the city centre. Half of the 800 houses were knocked<br />

down. Of the remainder, after renovati<strong>on</strong>, <strong>on</strong>ly <strong>on</strong>e fifth was<br />

reserved for poor families, and strict new credit and criminal<br />

record checks excluded many who most needed these units.<br />

The other apartments have become middle- to upper-income<br />

accommodati<strong>on</strong>. Preparati<strong>on</strong>s for the 2004 Olympic Games<br />

in Athens were used as a pretext to forcibly evict several<br />

Roma settlements located in Greater Athens, ultimately<br />

forcing hundreds from their homes. 51<br />

A further 1.7 milli<strong>on</strong> people have reportedly been<br />

evicted in Beijing (China) in the run-up to the 2008 Olympic<br />

Games (see Box 5.13). Some 300,000 people have been<br />

relocated to make room for facilities directly linked to the<br />

Olympic Games. These locati<strong>on</strong>s have experienced the<br />

complete demoliti<strong>on</strong> of houses bel<strong>on</strong>ging to the poor, who<br />

have been relocated far from their communities and<br />

workplaces, with inadequate transportati<strong>on</strong> networks. The<br />

process of demoliti<strong>on</strong> and evicti<strong>on</strong> is characterized by<br />

arbitrariness and lack of due process, with courts reportedly<br />

often refusing to hear cases of forced evicti<strong>on</strong>s because of<br />

pressure <strong>on</strong> judges and lawyers by local officials. In many<br />

The mayor of Beijing has said that some 300,000 people will be relocated from sites where facilities<br />

for holding the 2008 Summer Olympics are to be c<strong>on</strong>structed. This includes competiti<strong>on</strong><br />

venues, the athlete’s village, management facilities, green spaces, transport lines, hubs and amenities<br />

for visitors. However, if the standard for assessing the impact of the 2008 Olympics <strong>on</strong><br />

relocati<strong>on</strong>s is widened to include urban development activities that were either speeded up,<br />

enlarged or facilitated by the politics of ‘holding the best Olympics ever’, then the impact will be<br />

much larger. Am<strong>on</strong>g the projects ‘helped al<strong>on</strong>g’ by the Olympics are the expansi<strong>on</strong> of the<br />

capital’s transportati<strong>on</strong> network – including the airport, subway and light rail network; extensive<br />

demoliti<strong>on</strong>s in the Qianmen quarter and its planned rec<strong>on</strong>structi<strong>on</strong>; the approval and c<strong>on</strong>structi<strong>on</strong><br />

of a central business district <strong>on</strong> the city’s east side; a new round of massive public c<strong>on</strong>tracts<br />

and investments in the high-tech corridor of Zh<strong>on</strong>gguancun; the clearance of old work unit<br />

(danwei) housing in the central east corridor between the sec<strong>on</strong>d and fourth ring roads to make<br />

room for high-end residential developments, luxury shopping complexes and entertainment<br />

districts; and large envir<strong>on</strong>mental remediati<strong>on</strong> projects, including the rusticati<strong>on</strong> to Hebei<br />

Province of the main facility of the Capital Steel Factory.<br />

It has been estimated that some 1.7 milli<strong>on</strong> people are directly affected by<br />

demoliti<strong>on</strong>s/relocati<strong>on</strong>s in Beijing for the period of 2001 to 2008 – the high tide of Olympic<br />

preparati<strong>on</strong>s. This includes the mayor’s estimate of those moved because of Olympic c<strong>on</strong>structi<strong>on</strong>.<br />

By comparis<strong>on</strong>, for the nine years of 1991 to 1999, demoliti<strong>on</strong>s/relocati<strong>on</strong>s directly<br />

affected 640,000 pers<strong>on</strong>s, or roughly 70,000 pers<strong>on</strong>s annually. The average for the pre-Olympic<br />

period is nearly three times larger (or 200,000 annually). Whether the 400,000 migrant<br />

workers living in the informal settlements (chengzh<strong>on</strong>gcun) within the capital’s fourth ring road<br />

have been included in the mayor’s relocati<strong>on</strong> estimate is unclear. In all likelihood they have not<br />

because very few migrant workers own property legally in Beijing. Moreover, because they are<br />

renters in illegally c<strong>on</strong>structed buildings, they have virtually no protecti<strong>on</strong> against evicti<strong>on</strong> or the<br />

right to a resettlement allowance. The total direct costs of holding the 2008 Olympic Games<br />

have been estimated at US$37 billi<strong>on</strong>. The actual cost is likely to be c<strong>on</strong>siderably higher if losses<br />

to individuals are included.<br />
