which city authorities struggle to cope. The propositi<strong>on</strong>s that<br />

have been summarized above do not represent an easy<br />

soluti<strong>on</strong> to these problems: in truth, there is no such thing.<br />

But they offer hope that this problem is capable of being<br />

addressed effectively so that urban crime and violence, if not<br />

eradicated, can at least be c<strong>on</strong>tained in the 21st century.<br />
