Statistical annex<br />
Populati<strong>on</strong>, urban and rural: Mid-year estimates and<br />
projecti<strong>on</strong>s (medium variant) of the populati<strong>on</strong> residing in<br />
human settlements classified as urban or rural.<br />
Poverty definiti<strong>on</strong>s: Nati<strong>on</strong>al poverty rate: Percentage of<br />
the populati<strong>on</strong> living below the nati<strong>on</strong>al poverty line.<br />
Nati<strong>on</strong>al estimates are based <strong>on</strong> populati<strong>on</strong>-weighted subgroup<br />
estimates from household surveys. Survey year is the<br />
year in which the underlying data were collected. Populati<strong>on</strong><br />
below US$1 a day and Populati<strong>on</strong> below US$2 a day:<br />
Percentages of the populati<strong>on</strong> living <strong>on</strong> less than US$1.08 a<br />
day and US$2.15 a day at 1993 internati<strong>on</strong>al prices (equivalent<br />
to US$1 and US$2 in 1985 prices, adjusted for<br />
purchasing power parity).<br />
Prevalence of HIV, 15-49 age group: The percentage of<br />
populati<strong>on</strong> aged 15-49 years who are infected with HIV.<br />
Prosecuti<strong>on</strong> staff: Prosecuti<strong>on</strong> pers<strong>on</strong>nel - a government<br />
official whose duty is to initiate and maintain criminal<br />
proceedings <strong>on</strong> behalf of the state against pers<strong>on</strong>s accused of<br />
committing a criminal offence. In some countries, a prosecutor<br />
is a member of a separate agency, in others, a prosecutor<br />
is a member of the police or judiciary.<br />
Rape: Sexual intercourse without valid c<strong>on</strong>sent by <strong>on</strong>e of<br />
the parties involved.<br />
Refugees, asylum-seekers and others c<strong>on</strong>cern: Data are<br />
provided by governments based <strong>on</strong> their own definiti<strong>on</strong>s and<br />
methods of collecti<strong>on</strong>. Total asylum-seekers, refugees and<br />
others of c<strong>on</strong>cern to the United Nati<strong>on</strong>s High Commissi<strong>on</strong>er<br />
for Refugees (UNHCR) include the following. Refugees:<br />
Pers<strong>on</strong>s recognized as refugees under the internati<strong>on</strong>al<br />
c<strong>on</strong>venti<strong>on</strong>s, in accordance with the UNHCR Statute;<br />
pers<strong>on</strong>s allowed to stay <strong>on</strong> humanitarian grounds and those<br />
granted temporary protecti<strong>on</strong>. Asylum-seekers: Pers<strong>on</strong>s<br />
whose applicati<strong>on</strong> for refugee status is pending in the asylum<br />
procedure or who are otherwise registered as asylumseekers.<br />
The total number of asylum-seekers is<br />
underestimated due to a lack of data from a number of<br />
countries. Returned refugees: Refugees who have returned<br />
to their country of origin during the year. Internally<br />
displaced pers<strong>on</strong>s (IDPs): Pers<strong>on</strong>s who are displaced within<br />
their country and to whom UNHCR extends protecti<strong>on</strong> or<br />
assistance, generally pursuant to a special request by a<br />
competent organ of the United Nati<strong>on</strong>s. Returned IDPs: IDPs<br />
of c<strong>on</strong>cern to UNHCR who have returned to their place of<br />
origin during the year. Stateless Pers<strong>on</strong>: Any pers<strong>on</strong> who is<br />
not c<strong>on</strong>sidered as a nati<strong>on</strong>al by any state through its nati<strong>on</strong>ality<br />
legislati<strong>on</strong> or c<strong>on</strong>stituti<strong>on</strong>. This definiti<strong>on</strong> refers mainly to<br />
de jure stateless pers<strong>on</strong>s but also includes de facto stateless<br />
pers<strong>on</strong>s as well as pers<strong>on</strong>s who have difficulties establishing<br />
their nati<strong>on</strong>ality. Refugees and asylum seekers by place of<br />
origin excludes stateless pers<strong>on</strong>s.<br />
Regulatory quality: The ability of the government to<br />
formulate and implement sound policies and regulati<strong>on</strong>s that<br />
permit and promote private sector development.<br />
Roads: Motorways, highways, main or nati<strong>on</strong>al roads, and<br />
sec<strong>on</strong>dary or regi<strong>on</strong>al roads. A motorway is a road specially<br />
designed and built for motor vehicles that separates the<br />
traffic flowing in opposite directi<strong>on</strong>s. Total road network:<br />
Includes motorways, highways and main or nati<strong>on</strong>al roads,<br />
sec<strong>on</strong>dary or regi<strong>on</strong>al roads, and all other roads in a country.<br />
Paved roads: Roads surfaced with crushed st<strong>on</strong>e (macadam)<br />
and hydrocarb<strong>on</strong> binder or bitumized agents, with c<strong>on</strong>crete<br />
or with cobblest<strong>on</strong>es, as a percentage of all of the country’s<br />
roads measured in length.<br />
Robbery: The theft of property from a pers<strong>on</strong>, overcoming<br />
resistance by force or threat of force.<br />
Rule of law: The extent to which agents have c<strong>on</strong>fidence in<br />
and abide by the rules of society, and in particular the quality<br />
of c<strong>on</strong>tract enforcement, the police, and the courts, as well<br />
as the likelihood of crime and violence.<br />
Slum dwellers: Individuals residing in housing with <strong>on</strong>e or<br />
more of the following c<strong>on</strong>diti<strong>on</strong>s: inadequate drinking water;<br />
inadequate sanitati<strong>on</strong>; poor structural quality/durability of<br />
housing; overcrowding; and insecurity of tenure.<br />
Theft: The removal of property without the property<br />
owner’s c<strong>on</strong>sent. Theft excludes burglary and housebreaking<br />
as well as theft of a motor vehicle. Some criminal and<br />
penal codes distinguish between grand and petty theft,<br />
depending <strong>on</strong> the value of the goods and property taken from<br />
their rightful owner.<br />
Transport used for work trips: Percentage of work trips<br />
undertaken by private car; train, tram or ferry; bus or<br />
minibus; other (motorcycle, bicycle and other n<strong>on</strong>-motorized<br />
modes). When several modes of transport are used for a<br />
given trip, the principal mode is selected.<br />
Travel time: Average time in minutes for a <strong>on</strong>e-way work<br />
trip. This is an average over all modes of transport.<br />
Urban agglomerati<strong>on</strong>s and capital cities: The term ‘urban<br />
agglomerati<strong>on</strong>’ refers to the populati<strong>on</strong> c<strong>on</strong>tained within the<br />
c<strong>on</strong>tours of a c<strong>on</strong>tiguous territory inhabited at urban density<br />
levels without regard to administrative boundaries. It usually<br />
incorporates the populati<strong>on</strong> in a city or town plus that in the<br />
suburban areas lying outside of but being adjacent to the city<br />
boundaries. Whenever possible, data classified according to<br />
the c<strong>on</strong>cept of urban agglomerati<strong>on</strong> are used. However,<br />
some countries do not produce data according to the<br />
c<strong>on</strong>cept of urban agglomerati<strong>on</strong> but use instead that of<br />
metropolitan area or city proper. If possible, such data are<br />
adjusted to c<strong>on</strong>form to the c<strong>on</strong>cept of urban agglomerati<strong>on</strong>.<br />
When sufficient informati<strong>on</strong> is not available to permit such<br />
an adjustment, data based <strong>on</strong> the c<strong>on</strong>cept of city proper or<br />
metropolitan area are used. The sources listed <strong>on</strong>line<br />
indicate whether data were adjusted to c<strong>on</strong>form to the urban<br />
agglomerati<strong>on</strong> c<strong>on</strong>cept or whether a different c<strong>on</strong>cept was<br />
used. Table C.1 c<strong>on</strong>tains revised estimates and projecti<strong>on</strong>s<br />
for all urban agglomerati<strong>on</strong>s comprising 750,000 or more<br />
inhabitants.
