312Mihai Ghiţulescu, Cosmin Lucian GhergheWe must notice that, if we exclude the “uninominal vote”, which is thegreat advantage of all majoritarian systems, the TRS is the sum of alldisadvantages of both FPTP and PR Systems.Introducing a Pluralitary/Majoritary in RomaniaThe main purposes of the Romanian intention to change the electoralsystem are: (1) facilitating a more stable and efficient government and (2)hol<strong>din</strong>g representatives accountable. But how can we do this? What kind ofmajoritarian system must we choose?If we look to the general advantages and disadvantages of FPTP andTRS it seems that the first one may ensure a stable government, and both mayhold representatives accountable. But we must also realize that electoral systemsdo not work in the same way in different countries. The socio-political context inwhich it is used is very important and it can create different effects 13 . We haveno guarantee that in Romania the FPTP or the TRS will produce the sameconsequences like in UK or in France. That is why few democracies pass fromthe PR System to a pluralitary/majoritary one 14 . It is one good reason toabandonate the idea of change.A second reason may be the 2002 EU’s Council Decicision establishingthat “in each Member State, members of the European Parliament shall beelected on the basis of proportional representation”. Although this decisionprovide a rule only for the European Elections, we consider that is unapropriateto change a system recomended by the European Union.Third, the majoritarian systems create high levels of disproportionality,but the Romanian PR System already produces the effects of the desiredpluralitary/majoritary system; as Cristian Preda noticed, “the Romanian systemis the most disproportional PR system” 15 .QUELQUES CONSIDÉRATIONS SUR «LE VOTE UNINOMINAL»(Résumé)L’idée de l’introduction du «vote uninominal» a été très discutée en Roumanie pendantles dernières mois, mais personne ne connait le vrai sens et la manière d’un tel changement. Onprésente ici les principaux traits, les avantages,les désavantages et la répartition géographique dessystèmes majoritaires et pluralitaires.
