The careful attention of the revival of regionalism points outthat we are dealing with a much stronger tendency of entrapment of the statesfrom different globe arias towards new regional settlements. The example in thisregard is represented by the U.S.A. which intensifies the efforts in theaugmentation of the contribution of the North American Free- Exchange Accord(NAFTA) and starts the American Economical Initiative. The reunions withinthe Asia- Pacific Economical Forum (APEC) too fallow this path. The decisionof several states of America and the Asia- Pacific aria to go with the regionalisminclines more and more the balance from multilateralism to regionalism and thishappens only on the background of the non satisfactions regar<strong>din</strong>g thecommercial system s possibility to satisfy the new demands/ request of theinternational commerce.This tendency of enforcement of the regionalism in the detriment ofglobalisation is favoured by the structure of the world economic and politicorder which is based on the principle accor<strong>din</strong>g to which the party (America)must control another party or even the whole. Through this angle, regionalisationis seen as a modality of expression of an anti- globalisation attitude.It is imposed that within the economical and political order ofglobalisation should be guaranteed the liberty of the parties, none of the partiesshould not make an attempt to the status which allows it to control the whole(world economy).As neither the understan<strong>din</strong>g of globalisation throughregionalisation can’t replace a global politics, where it is necessary the existenceof coherent decision that would unify the compoun<strong>din</strong>g in equilibrium parties.The European model of regionalisation (the European Union) as theAsian one (ASEAN, APEC) represent integrationist groups based on Americanadversity. They are in opposition to the American program of globalisation eventhrough the fact that they propose other power centres which should temperatethe American centre’s power. 2 The fact that these power centres exist and actmust not be understood as anti- globalisation signals, but as equal partners in theprocess of international cooperation. As long as the economical integration andthe apparition of more economical power centres in globalisation do not have asa purpose the adversity through territorial limitation, regionalisation iscomparable to globalisation.Within the world economy America defends its right owned for severaldecades to control the whole. This is achieved as much in Europe as in Asia onthe military and financial field/ way.
