76Marusia Cârsteaprojets visant la destruction de la zone pétrolifère roumaine, si celle-ci en venaità être utilisée par les Allemands. C’est le plan Léon Wenger qui a fini pars’imposer, du 1-er octobre 1939 et qui, le 18 octobre 1939, a été recommandé dugouvernement de Paris. Ce plan préconisait la destruction des puits de pétrole etle blocus du Danube, pour réduire drastiquement ou même interrompre lesliaisons fluviales allemand-roumaines 20 . Par contre, les politiciens roumainsopinaient que la destruction de leur industrie pétrolière aurait été un gestedramatique, justifié seulement du cas d’une évolution grave de la situationinternationale. Ils estimaient encore que la récupération de celle-ci n’aurait plusété possible qu’après quelques générations. La Grande Bretagne a aussi entreprisdes efforts dans des domaines autres que l’industrie pétrolière, mais avec unmoindre succès. Sur recommandation du gouvernement roumain, le Ministère duCommerce de Londres a appuyé la création de la société British Centropa Co.Ltd. Cette corporation était une société privée, fondé pour contribuer à l’essor ducommerce anglo-roumain, qui agissait indépendamment du Comité de PressionÉconomique sur l’Allemagne, crée en 1938, et du Département pour la Garantiedes Crédits d’Exportation, qui n’avaient été utiles qu’en raison de leur caractèred’organisme officiel. De par sa qualité d’organisation commerciale, la Centropaétait destinée à agir comme agent d’importation-exportation chargé d’accomplir“l’achat secret des marchandises roumaines” 21 . L’on avait fondé des grandsespoirs sur l’activité de la Centropa, visant à prendre d’urgentes mesures danstrès domaines commerciaux et pour permettre à la Roumanie d’échapper parelle-même, économiquement et, de manière implicite, politiquement, à l’étauallemand et pour assurer à la Grande Bretagne une influence prépondérante enRoumanie. Les documents et les rapports élaborés par le Foreign Officedémontrent que les Britanniques ont fait des efforts pour maintenir leur positionimportante sur le marché roumain, durant les dernières années de paix et lespremiers mois de guerre. Malheureusement, la politique des gouvernantsbritanniques envers les pays du Sud-Est européen a été oscillante, puisqu’ils ontdirectement soutenu la politique révisionniste des pays qui contestaient les Traitésde Versailles, fait qui a déterminé Ion Antonescu à affirmer que: “Les toutpremiers à faire leur et soutenir le révisionnisme Magyar ont été les Anglais” 22 .20 I. Les relations économique anglo-roumaines à la veille de la Seconde Guerre Mondiale 77BRITISH-ROMANIAN ECONOMIC RELATIONS IN THE WAKEOF THE 2 ND WORLD WAR(Abstract)The article refers to the co-operation of Romania with the United Kingdom in the 4 thdecade of the 20 th century. During that period, the relations were unfolded on several strands ofaction: diplomatic, economic, military, commercial, cultural, so on.From an economical point of view, we focused on the co-operation in the field of oilextraction, as well as agriculture. These economic commitments between United Kingdom andRomania were unfolded accor<strong>din</strong>g to the “Protocol on the 11 th of May 1939 on the commercialexchanges between Romania and United Kingdom”. On the whole, this protocol was established inorder to strengthen the British presence on the Romanian market.
