{RP} be a mx1 vector containing p zero elements.
Partition [A11] will consist of all elements Aij of [A] for which CPj = RPi = 0.0 in
the same order as they appear in [A].
Partition [A12] will consist of all elements Aij of [A] for which CPj ≠ 0.0 and RPi
= 0.0 in the same order as they appear in [A].
Partition [A21] will consist of all elements Aij of [A] for which CPj = 0.0 and RPi
≠ 0.0 in the same order as they appear in [A].
9. The default action for F11, F21, F12, and F22 allows the program to automatically
select the appropriate form.
