THE BUREAU OF MUNICIPAL RESEARCH AND SERVICE carries on<br />

a comprehensive program <strong>of</strong> research and service in the field <strong>of</strong> local government.<br />

A reference library Is maintained and an information service provided for public<br />

<strong>of</strong>ficials and civic groups on various aspects <strong>of</strong> municipal administration and public<br />

finance. Special studies are conducted, at the request <strong>of</strong> legislative interim committees<br />

and public <strong>of</strong>ficials, in the broader fields <strong>of</strong> state government, public finance,<br />

and public law. The bureau cooperates with the League <strong>of</strong> <strong>Oregon</strong> Cities and the<br />

Association <strong>of</strong> <strong>Oregon</strong> Counties in providing a consultation service on problems<br />

related to local legislation, charter revision, ordinance codification, municipal<br />

budgeting, revenue and taxation, law and general administration. A program <strong>of</strong><br />

planning assistance to city, county, and regional governmental agencies in <strong>Oregon</strong>,<br />

authorized by the <strong>Oregon</strong> Legislature, is administered by the bureau.<br />

Assistance is provided in conducting in-service training programs for local<br />

<strong>of</strong>fidals in cooperation with the <strong>Oregon</strong> Finance Officers Association and the <strong>Oregon</strong><br />

Association <strong>of</strong> City Police Officers.<br />

The bureau publishes special research studies and several series <strong>of</strong> bulletins,<br />

intended primarily as a service to city and county <strong>of</strong>ficials in the state <strong>of</strong> <strong>Oregon</strong>.
