performance; carrier responsibilities, services, and cooperation; economic<br />
and legal bases <strong>of</strong> rates, the process <strong>of</strong> freight classification and tariff preparation<br />
and interpretation, various kinds <strong>of</strong> rate structures, and relationships<br />
between transportation and the location <strong>of</strong> economic activity. Organization,<br />

The basic laws and policies <strong>of</strong> the United States relating to the merchant<br />
marine in foreign trade and national defense; construction and operating<br />
differential subsidies and control <strong>of</strong> trade routes. Ocean carrier organization;<br />
departmental controls as these affect the operation <strong>of</strong> the ship; the handling<br />
and storage <strong>of</strong> cargo, terminal administration, harbor belt lines, and documentary<br />
