After submission is received, a vetting process will occur with the appropriate<br />

stakeholders to evaluate the proposed change. The accepted changes will be logged,<br />

<strong>and</strong> included in the most current copy of the <strong>Design</strong> <strong>and</strong> <strong>Construction</strong> H<strong>and</strong>book, posted<br />

on the internet at http://www.lawa.org/laxdev/H<strong>and</strong>book.aspx .<br />

Action required. As the planned chapters of the revised Manual are cleared, updated,<br />

<strong>and</strong> published, hard copies of the cancelled portions of the old H<strong>and</strong>book should be<br />

destroyed.<br />

1.4 Project Type – Projects contracted for by LAWA will be referred to as “LAWA<br />

Projects”. All other projects will be referred to as “Tenant Projects”.<br />

1.5 Federal, State, Local Statutes, <strong>and</strong> Regulations<br />

This section provides an overview of the regulatory requirements <strong>and</strong> procedures for<br />

development work at LAX. Mentioned in this section are the codes <strong>and</strong> guidelines that<br />

the <strong>Design</strong>er is encouraged to become familiar with. This list is neither exhaustive nor<br />

inclusive. The <strong>Design</strong>er is responsible to be aware of these <strong>and</strong> any other code<br />

regulations that apply to their specific project.<br />

The City of <strong>Los</strong> <strong>Angeles</strong>, Department of Building <strong>and</strong> Safety (LADBS) is the lead agency<br />

for plan check approvals for most building projects at LAX <strong>and</strong> VNY. The exceptions<br />

include, but are not limited to, airfield or special structures that are reviewed <strong>and</strong><br />

approved through the FAA <strong>and</strong> roadway projects that fall under the City of <strong>Los</strong> <strong>Angeles</strong><br />

Department of Transportation. LAWA is not a self-permitting agency.<br />

LADBS will determine other City or County agencies with jurisdiction over the project<br />

where review <strong>and</strong> sign-off is necessary to obtain final plan check approval <strong>and</strong> permit for<br />

construction. Examples include the City of <strong>Los</strong> <strong>Angeles</strong> Fire Department, the Disabled<br />

Access Division <strong>and</strong> for projects that involve food service facilities, the <strong>Los</strong> <strong>Angeles</strong><br />

County Department of Public Health. In addition, depending on the scope of the project,<br />

review <strong>and</strong> approval may be required by Federal agencies such as the Department of<br />

Homel<strong>and</strong> Security Transportation Security Administration, Customs <strong>and</strong> Border<br />

Protection <strong>and</strong> the Federal Aviation Administration.<br />

LADBS Case Management <strong>and</strong> Preliminary Plan Check Services<br />

LAWA works closely with LADBS make sure they are aware of projects at the Airport<br />

that will require plan check services. When starting the plan check process, please be<br />

aware LADBS has a designated case manager with oversight of plan check, permit <strong>and</strong>
