5.3. Completion Evaluation<br />

5.3.1. The Pre-<strong>Design</strong> Stage documents must be clear enough to explain what the<br />

Program involves economically, legally, <strong>and</strong> practically to the City’s Senior<br />

Staff. Therefore the criterion for evaluation of the Pre-<strong>Design</strong> <strong>Design</strong> Stage<br />

documents is that they must be self-explanatory both to a design professional<br />

<strong>and</strong> to a reviewer who is not familiar with design <strong>and</strong> construction industry<br />

conventions.<br />

6. CONCEPTUAL AND SCHEMATIC DESIGN - 0 TO 30% COMPLETE DESIGN<br />

This work represents the initial stages of design <strong>and</strong> shall be packaged for formal review at<br />

two distinct points, after the development of the major architectural <strong>and</strong> systems design<br />

concepts <strong>and</strong> again the completion of this stage of work, the completion of Conceptual <strong>and</strong><br />

Schematic <strong>Design</strong>s for the Program.<br />

This stage of design provides the framework for refining the Program Criteria Document,<br />

formulating a design philosophy, <strong>and</strong> developing architectural <strong>and</strong> engineering systems<br />

solutions. The Conceptual <strong>and</strong> Schematic <strong>Design</strong> Stage includes the preparation of studies,<br />

drawings, diagrams, data sheets <strong>and</strong> other documents illustrating the general scope<br />

requirements, restrictions, scale <strong>and</strong> relationship of components, for presentation <strong>and</strong><br />

approval.<br />
