SECTION 28 23 00 – VIDEO SURVELLANCE SYSTEM (VSS)<br />

PART 1 - GENERAL<br />

1.1 SUMMARY<br />

A. This section specifies the minimum requirements for video surveillance camera equipment.<br />

The video surveillance systems <strong>and</strong> equipment specified in this section shall be an extension to<br />

the video surveillance system (VSS) currently deployed throughout the <strong>Los</strong> <strong>Angeles</strong><br />

International Airport (Airport).<br />

B. Contractor shall include in the bid all labor, materials, tools, plant, transportation, storage costs,<br />

equipment, insurance, temporary protection, permits, inspections, taxes <strong>and</strong> all necessary <strong>and</strong><br />

related items required to provide complete <strong>and</strong> operational systems shown in the drawings <strong>and</strong><br />

described in the Specifications.<br />

C. The Contractor is responsible for providing <strong>and</strong> coordinating final equipment arrangements,<br />

locations, phased activities <strong>and</strong> construction methods that minimize disruption to operations <strong>and</strong><br />

provide complete <strong>and</strong> operational systems.<br />

D. The Contractor shall coordinate interfaces to existing systems that are being extended in the<br />

Project in order to minimize disruption to the existing systems operations. Any systems outages<br />

shall be approved in advance <strong>and</strong> scheduled with LAWA.<br />

E. The st<strong>and</strong>ard CCTV cameras to be installed throughout the airport are by Axis®<br />

Communications Inc. with a few exceptions. These cameras communicate with the central<br />

video management system via Internet protocol (IP) Ethernet communication over the Airport<br />

multiprotocol label switching (MPLS) data network. The provision of this central system,<br />

network, <strong>and</strong> storage is not in the scope of this Section.<br />

F. The installation of video surveillance cameras <strong>and</strong> related equipment shall include the use of<br />

both fixed <strong>and</strong> Pan/Tilt/Zoom (PTZ) color cameras.<br />

G. All cameras shall be IP camera technology <strong>and</strong> connect to LAWA provided communication IP<br />

switches as indicated in the specifications <strong>and</strong> drawings. The Contractor shall be required to<br />

coordinate with LAWA. This includes, but is not limited to, MPLS assignments.<br />

H. Where possible, CCTV cameras shall be capable of being powered by power over Ethernet<br />

(PoE) technology. PoE power for cameras shall originate from the network switches.<br />

I. All cameras shall use unshielded twisted pair (UTP) cable for signal transport. Camera video<br />

signals <strong>and</strong> power shall be via the same cable where possible. Cameras that require greater<br />

power than can be provided by the st<strong>and</strong>ard 802.3af PoE provided by the LAWA network<br />

switches, shall be powered by centralized rack mounted high power PoE power injectors or<br />

centralized rack mounted CCTV power supplies where possible. In the event that a specific<br />
